This position generally works four 10-hour shifts each week. Employees must be
available for occasional nights, weekends, holidays, overtime, and off-duty call-outs.

Definition:
CSI: This is a community position that serves within the Police Services Division of the Public
Safety Department, specifically in Police Operations providing support to all divisions within the
Public Safety Department for crime scene and evidence processing, evidence analysis and
submission. This position works closely with the Police Services CSO Property and Evidence
Custodian. This is an entry-level classification within the Crime Scene Investigator series. The
Crime Scene Investigator may work under the guidance of the Senior Crime Scene Investigator.
Sr. CSI: This is a civilian position that serves within the Police Services Division of the Public
Safety Department, specifically in Police Operations providing support to all divisions within the
Public Safety Department for crime scene and evidence processing, evidence analysis and
submission. This position works closely with the Police Services CSO Property and Evidence
Custodian(s). This is an upper-level classification within the Crime Scene Investigator series. The
Senior Crime Scene Investigator works with limited instruction or assistance and possesses a
thorough knowledge of applicable operating procedures and policies.
Principal Duties:
CSI:
• Respond to crime scenes to locate, document, collect, transport, and preserve evidence
in accordance with best practices, policy, and law. This includes photography, laser
scanning, measuring, sketching, diagramming, latent print processing, chemical blood
enhancement, trace evidence collection, and shoe and tire impression casting.
• Prepare detailed police reports, documentation, and demonstrative materials for
investigative use and court proceedings. Testify regarding crime scene processing,
evidence handling, latent prints, and other work personally performed.
• Prepare and transport evidence to the Colorado Bureau of Investigation (CBI).
• Utilize latent print powder and chemical-processing techniques, including proper
sequential processing.
• Operate an Automated Fingerprint Identification System (AFIS) workstation and analyze
and compare latent print evidence.
• Manage property and evidence in accordance with policies, procedures, and laws. Assist
Evidence Technicians with property room operations as needed.
• Photograph and collect evidence from victims, suspects, and witnesses
• Assist investigators with 41.1 and Rule 16 collections involving incarcerated suspects
• Photograph and collect evidence during postmortem examinations.
• Assist with critical-incident investigations, including processing officer-involved shooting
scenes and collecting evidence from involved law enforcement officers.
Sr. CSI:
• Respond to and take the lead at crime scenes to locate, document, collect, transport, and
preserve evidence in accordance with best practices, policy, and law. This includes, but is
not limited to, photography, laser scanning, measuring, sketching, diagramming, latent
print processing, chemical blood enhancement, trace evidence collection, shoe and tire
impression casting, reconstruction, trajectory analysis, and bloodstain pattern analysis, and
preserving physical evidence from crime scenes in accordance with best practice, policy
and law.
• Analyze crime scenes and evidence to help interpret and assess elements of the crime to
include actions and activities, when possible, to assist officers with their investigation.
Evaluate tire tread and footwear patterns for later comparison in known databases or
exemplars collected from subjects or other evidence.
• Photograph and collect physical evidence such as GSR, hairs, fibers, saliva, blood and other
body fluids from victims, suspects and witnesses and analyze collected evidence for
investigatory value.
• Assist investigators with 41.1 and Rule 16 collections on incarcerated suspects.
• Photograph and collect evidence from post-mortem examinations to include analysis and
interpretation.
• Ability to operate all evidence collection equipment available to process scenes.
• Operate a 3D scanner to collect visual representations of crime scenes and utilize software
for scan registration and diagram processing.
• Apply theories, principles and practices of forensic chemical processing techniques.
Perform laboratory examinations of evidence and specialized processing that include
physical, chemical, serological, optical and digital methods.
• Operate as a member of the Boulder and Weld County Critical Incident Teams and
respond to major investigations county-wide. Assist in forensically processing involved law
enforcement officers and processing the scene(s). Prepare and provide presentations to
agency leadership.
• Operate an Automated Fingerprint Identification System (AFIS) workstation. Analyze latent
prints and compare all suitable candidates retrieved from AFIS. Provide investigative leads
to investigators in a timely manner.
• Prepare thorough police reports and photographic, video, and other presentation
materials to present findings to investigators, district attorneys, judges, and juries. Testify
in court regarding evidence, procedures, chain of custody, methodology, techniques, and
conclusions, including as an expert witness when qualified.
• Serve as a liaison among detectives, the district attorney's office, and the Colorado Bureau
of Investigation (CBI). Prepare evidence for submission to CBI or other laboratories,
transport evidence and related documentation, and serve as an intermediary for laboratory
results.
• Maintain certifications and training necessary to provide professional, thorough and
scientifically substantiated work product that is suitable for courtroom testimony.
• Attend annual classes, training and recertification sessions to develop expertise in forensic
disciplines to include advancing their capacity to deal with new theories, technologies,
principles and practices.
• Manage property and evidence in accordance with policies, procedures and laws as
needed. Log all crime scene evidence and lab requests into the computer to maintain
accurate records for retrieval.
• Conduct advanced training for departmental staff (and outside agencies) on industry
techniques and standards to include training other Criminalists and CSIs.
• Serve as a Civilian Training Officer for new employees when assigned.
• Conduct crime scene investigation demonstrations for community groups, schools, and
Police Explorers as needed.
• Maintain, inventory, and stock equipment, supplies, and materials related to crime scene
and laboratory operations. Assist with researching and implementing new laboratory
techniques and equipment.
• Assist with procurement of equipment to include attending classes and utilizing a COLP-
card to make purchases. Advise and assist with annual budget process as it pertains to the
Sr. CSI position.
• Identify and recommend improvements in divisional and departmental operations to
ensure functions are efficient and cost effective.
• Maintain membership with professional organizations related to job skills.
• Properly use and maintain crime scene vehicles, equipment, and personal protective
equipment.
• Maintain a safe and clean working environment.
• Assist Evidence Technicians with property room operations as needed.
• Conduct peer reviews of reports and technical work completed by other CSIs.
• Be available for on-duty assignments and off-duty call-outs.
• Perform other duties as assigned.
Working Environment:
Work is performed inside public and private buildings, in outdoor areas, vehicles, and court
under routine and stressful conditions. Work requires confidentiality, honesty, integrity,
judgment, and problem solving; frequent driving, reading, verbal and written communication;
sight (near and far vision and ability to distinguish colors, hearing, detailed work, and contact
with citizens who are angry, upset, and/or distraught. Work requires occasional contact with
individuals who might pose a threat to employees' safety potentially requiring the use of less-
lethal weapons. Work requires handling items of bio-hazardous nature, including, but not
limited to, body fluids, drugs, and carcinogenic chemicals. Also includes the handling of multiple
types of weapons. Work requires exposure to laboratory chemical fumes and biohazards. Work
will come in contact with deceased victims, victims of assault, sexual assault, accidents, child
abuse and domestic violence. Typically involves shift work hours but may require
irregular/protracted work hours.
Requires frequent use of fingers and hands, which includes light lifting and carrying (less than 15
lbs.) walking, standing, sitting, bending/stooping, pulling, pushing, reaching, twisting, and
squatting. Requires occasional exposure to sun and other adverse or inclement weather,
slippery/uneven surfaces, and noise. Occasionally may require working varied hours that include
evenings, nights, weekends, holidays, and irregular or protracted hours including unanticipated
overtime and after hours call out. Frequent moderate (15 to 49 lbs.) lifting and map reading.
Occasionally may be exposed to bio-hazardous material, blood borne pathogens, and infectious
diseases or other health considerations.
Qualifications:
CSI: Bachelor's degree in a physical science, such as chemistry, biology, forensic science, or a
related field, or an equivalent combination of education, training, and experience. Relevant
experience in crime scene processing, evidence collection, and latent print analysis is preferred.
Special Qualifications: Possession of a valid Colorado Driver's License. Previous experience in
inventory management, evidence collection and processing (to include photography, sketching),
Experience with Microsoft Word, Excel and MS Teams is desirable. Must be capable of multi-
tasking working with staff, the public and several projects at once. Certification through the IAI
as Certified Crime Scene investigator (CCSI), Latent Print and Bloodstain Pattern Analysis is
highly desirable.
Sr. CSI: Bachelor's degree in a physical science, such as chemistry, biology, forensic science, or a
related field, or equivalent combination of education, training and experience. Preferred
candidate will have 5 or more relevant years of experience in the field and hold a Certified Crime
Scene Investigator certification (CCSI) with the International Association of Identification (IAI).
Special Qualifications: Maintain confidentiality of evidence files. Possession of a valid Colorado
Driver's License. Previous experience in inventory management, evidence collection and crime
scene processing preferred. Experience with Microsoft Word, Excel and MS Teams is desirable.
Must be capable of multi-tasking working with staff, the public and several projects at once.
Certification through the IAI in Crime Scene, Latent Print and Bloodstain Pattern Analysis is
highly desirable.
