This executive level position is a member of our Senior Leadership Team responsible for strategic planning and decision making to support the mission, vision, and values of the Department of Health- Hillsborough. DOH- Hillsborough has about 400 full and part-time staff and an annual budget of more than $50 million. This position reports directly to the Assistant County Health Dept. Director and directly manages the following administrative services areas: Budget, Finance & Accounting, General Services, Information Technology and Vital Statistics programs. The incumbent will exercise independent judgment in formulating and/or assisting in the formulation of policies and procedures which have impact on fiscal and administrative functions, the preparation and implementation of budgets and all fiscal operations.

Successful candidate must have demonstrated experience in the following areas:
  • Effective leadership with staff and peers within an organization
  • Requires extensive knowledge of all systems used by DOH including but not limited to CONMAN, FLAIR, FIRS, FIS, HMS, etc. Must be knowledgeable for Department policies, laws and rules related to administrative functions. Have experience completing and reviewing Budget, County Core Contract, Quarterly Core Contract Amendments, Medicaid Cost Report, OCA balancing and various departmental reports.
  • Strong understanding of revenue and expense monitoring and management within a budgeted structure


Qualifications:

Minimum -
  • At least 5 years of supervisory experience with at least 3 direct reports.
  • At least 5 years of work experience in administrative oversight (including fiscal and human resources) and project management.
  • Proficient computer experience to include Microsoft Excel, Word, Outlook, Teams and PowerPoint.


Preferences -
  • At least 5 years of experience working with the FDOH systems - Financial Information Reporting System (FIRS), My Florida Market Place (AOD), Accounts Payable/Receivable, General Services, and HMS.
  • Bachelor's degree from an accredited college or university with a major in Finance, Accounting, Business Administration or a related field?
  • State DOH/Contract Management Certification
