Full Job Description
Celestar, a B&A Company, is seeking a Counterintelligence (CI) Senior Analyst to support the Defense Advanced Research Projects Agency (DARPA) Program Security Services (PSS) task order. ANTICIPATED AWARD: February/March 2027
ANTICIPATED START: March 2027
PERIOD OF PERFORMANCE: 1 Base Year + 4 Option Years
LOCATION: Arlington, Virginia

Salary Range: $140,000-$190,000 annually

Actual compensation will be based on experience, qualifications, certifications, security clearance, and contract funding. This position is contingent upon contract award.

CLEARANCE REQUIREMENT: Active TS/SCI Clearance, adjudicated within the past five (5) years

Responsibilities:
• Lead and mentor CI Analysts, establish priorities, balance workloads, and perform quality control of analytical products.
• Detect, identify, assess, exploit, counter, or neutralize hostile intelligence collection, sabotage, and terrorist activities.
• Plan and execute special analytical projects, including defining analytical approaches, assessment criteria, schedules, resource requirements, travel, and costs.
• Research, collect, and analyze intelligence and counterintelligence information and prepare detailed reports, findings, conclusions, and recommendations.
• Assist PSOs, PSRs, and Program Managers with program lifecycle threat analyses and Program Protection Plans.
• Assess changes in diplomatic, political, and military environments and their implications for program protection.
• Perform contingency and exposure analyses and recommend appropriate courses of action.
• Identify Critical Program Information (CPI) and assist with program protection and OPSEC planning.
• Evaluate foreign intelligence and counterintelligence threat data and its implications for DARPA programs.
• Prepare and deliver CI awareness briefings and establish relationships throughout DoD and other Federal agencies.
• Coordinate CI program activities and actionable information with appropriate CI organizations.

Required Qualifications and Skills (Must Be Reflected on Your Resume):
• Bachelor's degree with 10 years of related experience -OR- 15 years of related experience with no degree.
• Demonstrated leadership ability to set priorities, balance workload, conduct quality control, and advise/mentor CI Analysts.
• Broad CI subject matter expertise, including:

o Intelligence Community organizational structure and responsibilities.

o Insider Threat methodologies.

o Elicitation and counter-elicitation.

o CI indicators and motivations.

o Intelligence collection and information-transmittal methods.

o Competitive intelligence and economic espionage.

o Foreign intelligence and CI threat information.

o Application of CI threat information to S&T programs.
• Strong research, analysis, report-writing, briefing, and communication capabilities.
