Job Description

Turner & Townsend is seeking a Cost Manager / Quantity Surveyor to join our team and support the delivery of cost management services across a portfolio of construction, renovation, and capital improvement projects. This role will support clients through all phases of the project lifecycle, from preconstruction and procurement through construction and closeout. The ideal candidate will be collaborative, client-focused, and committed to delivering high-quality commercial outcomes.

Responsibilities:
  • Advise clients on procurement strategies, vendor prequalification, bid evaluations, bid leveling, contractor selection, and contract award processes.
  • Manage estimating services throughout project lifecycles, including preparing and reviewing cost estimates, validating pricing, conducting benchmark analyses, performing quantity takeoffs, and presenting value engineering opportunities and risk assessments.
  • Review contractor, consultant, and vendor proposals to ensure scope completeness, pricing accuracy, and alignment with project objectives.
  • Prepare and maintain project budgets, cost plans, cash flow forecasts, and cost reports, ensuring accurate tracking of project expenditures and forecasted costs.
  • Develop and maintain commercial risk registers and support project teams in identifying and mitigating cost and schedule risks.
  • Manage cost control processes, including reviewing payment applications, evaluating change orders, assessing contractor entitlements, and making recommendations to clients.
  • Support contract administration activities, including dispute avoidance, resolution of commercial issues, and maintenance of project cost records.
  • Monitor and manage project invoicing processes and financial reporting requirements.
  • Benchmark cost and performance data across projects to support continuous improvement and informed decision-making.
  • Manage final account negotiations, project closeout activities, post-contract audits, and reconciliation of project costs.
  • Conduct lessons learned reviews and support the development of best practices, processes, and training materials.
  • Prepare and maintain project documentation using cost estimating, takeoff, and cost management software platforms.
  • Collaborate with clients, project managers, consultants, contractors, and other stakeholders to ensure successful project delivery.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.


Qualifications

  • Bachelor's degree in Construction Management, Quantity Surveying, Cost Management, Engineering, Architecture, or a related construction discipline.
  • Minimum 3-5 years of experience in cost management, quantity surveying, estimating, or commercial management within the construction industry.
  • Experience supporting construction, renovation, tenant improvement, retail, commercial, corporate real estate, financial services, healthcare, higher education, industrial, or mixed-use projects.
  • Experience preparing estimates, managing project costs, evaluating change orders, and administering contracts throughout the project lifecycle.
  • Construction consultancy, owner's representative, project management, or contractor-side cost management experience is preferred.
  • Knowledge of construction procurement methods, cost planning, value engineering, and commercial risk management.
  • Familiarity with cost estimating and takeoff software, cost reporting tools, and Microsoft Office applications.
  • RICS accreditation, or progress toward achieving it, is considered an asset.
  • Strong analytical, organizational, negotiation, and communication skills.
  • Ability to effectively manage multiple projects and stakeholders in a fast-paced environment.

The base salary range for this role is $100,000-$130,000 USD. This range reflects the company's good faith estimate of the base salary for this position at the time of the posting. Final compensation will be determined based on factors including experience, skills, qualifications, and internal equity. In addition to base salary, employees may be eligible for bonuses and a comprehensive benefits package.
