Job Summary

This position is responsible for the development of objectives and strategies that will attain department and facility goals in the most cost effective, safe and productive manner possible. The position manages the administrative division that provides support services to the entire facility.

Primary responsibilities include:
  • Directs the administrative division of a high-security facility, which may include overseeing physical plant maintenance, food service operations, health and safety activities, Incarcerated Person (IP) discipline, records management, mailroom, warehouse, inventory management, canteen and IP property.
  • Serve as fiscal advisor to the Warden, leading the preparation and monitoring of budget, spending plans, and cost-effective resource allocations.
  • Serves as a core member of the Warden's Executive Team, formulating facility goals and assuming leadership authority of the institution during the Warden's absence.
  • Serves as the facility Public Information Officer (PIO) and media liaison, while coordinating facility litigation, and claims.
  • Acts as the designated Americans with Disabilities Act (ADA) Coordinator for incarcerated individuals.


Qualifications

Minimum Qualifications

The following qualifications are required of all applicants seeking consideration for this position. Three (3) years of experience in the profession of corrections, finance, business administration, human resources, public administration, or related profession sufficient to direct the delivery of diverse activities, such as physical plant operations, finance, safety, or food services. (NOTE: a Master's degree may substitute for eighteen (18) months of experience; Bachelor's degree may substitute for one (1) year of experience; Associate's degree may substitute for six months (6) of experience.

AND

Demonstrated leadership experience which may include any of the following:
  • Experience as a supervisor, team lead, lead worker, OR project lead. (Note: a project lead provides leadership, guidance, and advanced specialized technical expertise for a team doing evaluation, development, design, testing, and/or implementation in a project environment.)
  • Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)
  • Completion of a similar or equivalent leadership development program through another organization
  • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG) which the experience must also include:
    • Strong leadership skills, including the ability to manage, guide, and communicate with staff and partners at all levels.
    • Demonstrated ability to effectively work in a team environment by incorporation of multi-disciplined interests into decisions and actions.
    • Leading teams to meet the organization's expectations for productivity, quality, or goal accomplishment.
    • Ability to plan, organize, and direct technical and administrative activities of staff and partners.

Applicants meeting the above qualifications will be further assessed on the following:
  • Knowledge of fiscal management principles and procedures sufficient to oversee budget preparation and annual spending plans and monitor capital improvements and disbursements.
  • Knowledge of human resources principles, procedures, and systems sufficient to manage and maintain a harmonious labor relations environment in accordance with collective bargaining contracts/plans and affirmative action/equal opportunity policies.
  • Organizational skills sufficient to independently and effectively balance a broad variety of tasks and responsibilities within diverse, administrative functional areas.
  • Written and oral communication skills sufficient to relay sensitive information to staff, the public, law enforcement agencies, the media, attorneys, offenders, and other state agencies and to elicit cooperation from staff and offenders to resolve difficult and potentially dangerous situations affecting the safety and security of staff, the public and the incarcerate population.
  • Human relations and conflict resolution skills sufficient to effectively solve problems in a manner that is focused on mutual respect, contributes to a healthy work environment and is sensitive to organizational structures and cultures, as well as the needs of groups and individuals; and to elicit cooperation from staff and incarcerated persons to resolve difficult and potentially dangerous situations affecting the safety and security of staff, the public and the incarcerate population.

Preferred Qualifications

  • Supervisory experience within a correctional/secured facility.
  • Experience in developing and administering budgets.
  • Experience setting strategy, aligning resources, integrating an equity lens, and delivering measurable results
  • Experience demonstrating integrity, accountability, and professionalism while leading people, projects, or organizational initiatives.
  • Experience adapting communication and leadership approaches to meet the needs of diverse individuals, teams, and situations

Additional Requirements

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections' policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.

Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections' policy. This may include a review of job performance and discipline records.
