The Corporate Accountant is responsible for providing financial administration, systems and subject matter expertise support to staff at all levels of the organization, including, senior executives, finance directors, finance and operational managers, program managers and Investigators in the Provincial Health Services Authority (PHSA), its' Agencies, Divisions, Services and associated Foundations. External communication includes contact with other health authorities, foundations, government ministries and agencies and external auditors to gather and exchange information. Decisions are made on the outcome of their work therefore completeness, accuracy and attention to detail is critical to ensure the efficient and timely flow of financial information to financial reports. The Corporate Accountant carries out this role demonstrating the organization's core values of patients first, best value, results matter, improvements through knowledge, and open to possibilities.

What you'll do
  • Analyze, interpret, problem solve and exercise independent and professional judgment in the completion of their responsibilities, including identifying; investigating and resolving any issues that arise. Provide expert subject matter advice and guidance to staff at all levels of the organization on financial processes, policies and procedures that support the operations of PHSA. Apply innovative and original thinking in areas where guidelines do not exist or are unclear and where required consults with their supervisor for confirmation or direction. Error in judgment, decision-making and accuracy of reporting as well as delays in timeliness could have serious financial consequences for the organization.
  • Prepare reconciliations and report to internal as well as external parties such as the Office of the Comptroller General, other regulatory agencies and external auditors including documenting evidence to support all reconciliations/reports as well as reconciling and analyzing revenues, expenses, assets and liabilities to explain variances year over year.
  • Independently identify new initiatives, partnership opportunities and new developments in area of responsibility through literature review, contact with peers at other organizations, industry advisor groups, professional associations and attendance at seminars, workshops and education programs. Make recommendations to improve the efficiency and effectiveness of the area to supervisor for evaluation and approval.
  • Lead or participate in approved initiatives or other corporate initiated projects, including: defining project scope, developing project plans, supporting the work of project team members, overseeing project implementation, resolving issues arising from implementation, reporting and evaluating results. Maintain communication with concerned parties through to resolution. Coordinate the implementation of outcomes.

  • A professional accounting designation (CA, CGA, CMA or CPA equivalent), with a minimum of three (3) years recent related experience post-qualification in a sophisticated, computerized environment.
  • Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
  • Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments within Financial Reporting contexts found in the foundational documents including Truth & Reconciliation Commission's Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.

Core Competencies
  • Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated initiatives in breaking down barriers and ensuring a safe environment ensuring a sense of belonging to all and informed by Indigenous Cultural Safety.
  • Awareness of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Skills & Knowledge
  • Advanced knowledge of sophisticated on-line computer applications and personal-computer-based systems including spreadsheets, word processing and database management. Superior interpersonal, oral and written communication skills with the ability to communicate effectively and tactfully with individuals at all levels. Strong organization skills with the ability to prioritize workload; meet deadlines and work under pressure with minimal supervision. Superior demonstrated analytical and problem solving skills with attention to detail. Job Type: Temporary, Full-Time (Until September 2027)

Salary Range: $69,218 - $99,501 /year. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
