Job Summary

This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

Flexible work hours may be permitted with supervisor approval.

The incumbent provides strategic leadership and operational oversight of contracting operations, quality assurance protocols, and compliance monitoring for the Behavioral Health Administration (BHA). Reporting directly to the Contracts and Compliance Manager, the incumbent shapes policies, priorities, and organizational practices that ensure strict adherence to state and federal regulations while advancing BHA's operational and programmatic goals.

As leader of a unit comprising contract specialists, quality assurance specialists, and administrative support staff, the incumbent makes critical decisions on workload strategy, staffing, quality control, and process design to drive operational excellence, risk mitigation, and organizational accountability. The position establishes and implements systematic quality assurance protocols for grants and contracts documentation, leading audit readiness, root-cause analyses of compliance deficiencies, and corrective action tracking across BHA.

The incumbent serves as a key facilitator across disciplines-aligning the Contract Specialist and Quality Assurance teams' work with Grant Managers, Budget Specialists, Contract and Legal Compliance, external auditors, and county human services agencies-to ensure the contracting and compliance function operates as a cohesive, strategically aligned system in support of BHA's mission.

Responsibilities include, but are not limited to:
  • Exercise full supervisory authority over Contract Specialists, Quality Assurance Specialists, and Administrative Support Staff to drive strategic workload alignment, maximize operational capacity, and ensure absolute regulatory compliance.
  • Provide strategic administrative leadership across the contract lifecycle, driving cross-functional collaboration with oversight entities, DHS divisions, and county partners to advance effective, legally compliant contract and grant management operations.
  • Direct the Quality Assurance and Audit Coordination function to proactively identify compliance deficiencies, execute systematic documentation reviews, and drive audit readiness across BHA.
  • Lead the strategic development, governance, and continuous improvement of Standard Operating Procedures (SOPs), quality assurance frameworks, and technical tool resources (including the Grant Management Resource Hub) across BHA.
  • Provide strategic leadership in identifying training needs and directing the development and delivery of comprehensive training on contracting processes, QA protocols, and compliance requirements.
  • Serve as the principal Subject Matter Expert (SME) on contracting processes, quality assurance, and compliance, providing high-level analysis and leadership on special projects and enterprise initiatives.


Qualifications

Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:
  • Experience as a supervisor, lead worker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee (e.g., ERG) - Experience must include:
    • 1+ year of experience identifying issues, goals, and strategic actions.
    • 100+ hours per year time commitment.

AND

Four (4) years of high-level working experience managing government grants and contracts.

Experience must also include:
  • Understanding of project management or continuous improvement skills to track and produce desired outcomes.
  • Contract management principles and practices.
  • Advanced understanding of state and federal grant and contract regulations, CFR requirements, Minnesota Grants Management Policies, MGDPA, and HIPAA compliance standards.
  • Comprehensive knowledge of quality assurance and compliance methodologies, including risk-based sampling techniques, root-cause analysis frameworks, and systematic monitoring protocols.
  • Extensive knowledge of DHS operational systems including Contracts Integration System (CIS) or similar system, SharePoint administration, Power BI, and Visio workflow design.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Practical understanding of contract roles and relationships of county, tribal, state, and federal government.
  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns for internal and external stakeholders.
  • Manage and direct the execution of work plans and processes, anticipate and address problems, evaluate program and system results, and execute appropriate follow-up.
  • Advanced data analysis, compliance trend identification, risk assessment, and dashboard reporting capabilities.
  • Audit preparation, policy interpretation memo drafting, technical writing, and formal report preparation.
  • Curriculum design, training development, and instructional delivery for diverse professional audiences.
  • Synthesize complex audit findings and contract data into actionable recommendations that address root causes and support continuous improvement.
