Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel within the DoD to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as a senior Contract Specialist with responsibility for pre-award and post-award contracting functions for a variety of the more complex supply, service, and construction requirements for several activities within a geographical area.

  • Analyzes procurement directives to determine method of contract (sealed bid/negotiated) most suitable contract type (utilities, FFP, CPAF, CPIF, CPFF, FPI, indefinite delivery, letter, and requirements).
  • Prepares solicitation/amendment documents, incorporating provisions such as cost accounting standards, cost or pricing data, special testing requirements, Government-furnished property, and payment provisions as required.
  • Closes out contracts or terminates contracts for default or convenience.
  • Reviews and negotiates settlement proposals.
  • Conducts pre-bid conference and assists prospective bidders/offerors in technical and contractual understanding during solicitation phase.
  • Coordinates contract documents and obtains signature prior to award.
  • Personally monitors contractor's performance through discussions, correspondence, reports, and periodic visits to the work site for status of performance, scheduling of delivery requirements or changes.
  • Advises the Contracting Officer and other Government personnel regarding the contractor's compliance with contract requirements and recommends alternatives available for effecting corrective actions.

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Professional certification within 36 months as of entrance on duty.
  • This position requires you to possess or obtain Defense Acquisition Workforce Improvement Act (DAWIA) Level II certification in Contracting within 24 months of entry.

In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Contract Specialist:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;

OR

(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Minimum Qualifications for NH-03:

Specialized Experience: One year of specialized experience which includes advising the customer on comprehensive acquisition strategies; preparing solicitations and/or contracts for contracting officer review and release; performing complex cost and price analysis; executing source selection activities such as source selection briefing; and reviewing the source selection clarifications and evaluation notices and writing the source selection decision memorandum. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the NH-03, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

  • This is a pay banded position. The NH-03 band encompasses grades GS-12 and GS-13 under the General Schedule (GS) system.
  • This position is eligible for situational telework. This position is NOT a full-time telework position.
