DESCRIPTION: (Including but not limited to)The Contract Performance Manager (CPM), also designated as Program Manager (PM) under Allied Power Group's (APG) long-term service and maintenance agreements, is the customer's primary point of contact for all contractual maintenance program management obligations related to combustion turbine Covered Units. The CPM/PM directs outage scheduling and preplanning in close coordination with APG's Field Services, Repairs and Parts organizations, owns the Remote Diagnostic Services (RDS) notification and escalation process once monitoring is installed, and ensures APG meets its Program Manager obligations across parts logistics, warranty resolution, technical support, and formal reporting. This role requires relevant, pertinent experience in the operation and maintenance of heavy-duty gas turbines and combined cycle steam turbines (e.g., 7EA, 7FA, 9FA, 6B, 501D frame types) and is subject to Owner approval and performance expectations under the governing Agreement.
KEY FUNCTIONS:Customer & Contract Relationship Management
- Serve as the primary point of contact for all communication between APG and the Owner under the Agreement, maintaining the professional, safe, and responsive conduct required of the named Program Manager.
- Coordinate with APG's inventory resources, repair facilities, technical field advisory services, Field Services organization, transportation, and other internal groups to expedite parts and services in support of each Scheduled Maintenance event.
- Assist the Owner with development of, and revisions to, Scheduled Maintenance projections and the outage forecast.
- Initiate and resolve warranty claims in the best interests of both APG and the Owner.
- Coordinate technical support, assistance, and evaluation whenever operating or maintenance problems occur, and help facilitate effective resolution of technical issues affecting the Covered Units.
- Keep the Owner apprised of fleet-wide issues of which APG is aware.
Outage Scheduling, Preplanning & Field Services Coordination
- Act as the lead coordination point between the customer and APG's Field Services, Repairs and Parts teams for all outage scheduling and preplanning activities, ensuring Field Services has the lead time and information needed to staff and resource each event.
- Organize, lead, and/or participate in the Annual Meeting and the full outage planning cycle - Preliminary (~12 months out), Interim (~6 months out), and Final (~3 months out) Outage Planning Meetings, the Outage Readiness Review (~1 month out), daily Outage Meetings during mobilization, and the Post-Outage Review - partnering with Field Services Operations Managers and Project Managers as required.
- Distribute meeting agendas in advance and meeting minutes following each outage planning meeting.
- Provide the Owner a detailed project schedule for all Scheduled Maintenance events, in a digital format acceptable to the Owner, and maintain it as plans evolve.
- Coordinate staffing plans, crane and special-tools readiness, site access, and material storage/handling requirements with Field Services ahead of each outage.
- Assist the Owner with Unscheduled Maintenance response planning and coordination, engaging Field Services for rapid mobilization as needed.
Parts & Logistics Coordination
- Maintain the parts tracking database for the term of the Agreement.
- Communicate and coordinate with the Owner's Representative regarding warehouse stock, delivery, and shipment of parts.
- Provide final review of parts inventory prior to each Scheduled Maintenance event to verify all necessary parts are secured and available at Site.
- Ensure all necessary parts are shipped to Site prior to the Scheduled Maintenance start date and are inventoried and inspected for fit, form, and function.
- Arrange prompt shipping of all Program Parts from the Site upon conclusion of each Outage.
Remote Monitoring & Diagnostics (RDS) Point of Contact
- Serve as the first point of contact and primary owner of the Remote Diagnostic Services (RDS) notification process once remote monitoring is installed and operational on a Covered Unit.
- Receive and perform initial assessment of system-generated alarms and events; coordinate internal engineering escalation and communicate significant operating events to the Owner.
- Notify the Owner of any potential operational or maintenance issue identified through remote monitoring within 24 hours of identification, consistent with contractual requirements.
- Maintain records of RDS notifications, assessments, and follow-up actions.
- Coordinate preparation and delivery of the monthly Remote Monitoring Report, including issues opened/closed and operating trends (load and speed, blade path thermocouple spreads, vibration, bearing temperatures, combustion dynamics, and NOx/CO emissions).
- Engage APG's 24-hour engineering support resources for technical review of escalated alarms, abnormal operating conditions, and performance trends.
Reporting & Meetings
- Deliver all outage reports to the Owner's Representative following every Outage.
- Prepare and deliver the annual report to the Owner, covering possible performance upgrades, outage history, issues/concerns/resolutions, and the updated outage forecast.
- Preside over and conduct Scheduled Maintenance coordination meetings and post-outage review meetings in accordance with the Agreement's outage scheduling and coordination provisions.

WORK QUALIFICATIONS:Required:- 7+ years of experience in operations, maintenance, or program/outage management for heavy-duty gas turbines and combined cycle steam turbines (7EA, 7FA, 9FA, 6B, 501D series, or comparable frames).
- Demonstrated experience managing customer-facing long-term service agreements, outage planning cycles, and cross-functional coordination across field services, parts, repair, and engineering teams.
- Strong project scheduling, written reporting, and verbal communication skills; comfortable presiding over customer meetings and producing formal, digital-format deliverables.
Preferred:- Working knowledge of remote diagnostic / condition monitoring platforms and NERC CIP considerations preferred.
EDUCATIONAL REQUIREMENTS:Required:- Bachelor's degree in Mechanical or Electrical Engineering, or a related technical discipline; equivalent hands-on experience considered in lieu of a degree.
