Full Job Description
The Contract Manager/Task Manager is designated as Key Personnel and is responsible for the overall management, oversight, and successful execution of all contract requirements for the Defense Health Agency (DHA) Network Modernization Branch. This role ensures efficient, accurate, and timely performance of all contract tasks, supervises assigned staff, and serves as the primary point of contact for contract matters with the Government. Responsibilities 1. Contract Oversight & Management o Oversee all aspects of contract execution to ensure compliance with the Performance Work Statement (PWS) and contract requirements. o Supervise and provide direction to all staff assigned to the contract, ensuring efficient task performance and adherence to quality standards. o Ensure all contract deliverables, including the Monthly Progress Report and other required reports, are accurate and submitted on time. o Maintain effective communication with the Contracting Officer's Representative (COR) regarding status changes, improvements, achievements, schedule changes, or security events. o Serve as the primary point of contact for the Government on all contract matters, with full authority to act for the contractor on daily operations. o Designate an alternate to act in the manager's absence, ensuring continuous contract management coverage. 2. Program Management & Reporting o Develop, implement, and maintain a Quality Control Plan (QCP) to ensure services meet contract standards. o Prepare and deliver required reports, including Monthly Progress Reports, Contractor Manpower Reporting, and other deliverables as specified in the contract. o Coordinate and manage transition-in and transition-out activities, ensuring seamless handover and continuity of services. o Support emergency operations and contingency planning, ensuring contract functions continue during emergencies. 3. Personnel & Security Management o Ensure all contractor personnel complete required onboarding, training, and security clearance processes. o Maintain compliance with DoD and DHA security, privacy, and information assurance requirements. o Safeguard government-furnished equipment, information, and property. o Ensure all staff adhere to identification and communication requirements as contractor personnel. 4. Stakeholder Engagement & Communication o Attend post-award conferences and periodic progress meetings with Government representatives. o Respond promptly to Government requests and coordinate with the COR and Contracting Officer as needed. o Foster a collaborative environment with Government and other contractors to achieve contract objectives. Required Qualifications • Certification: o Compliance with DoD Directive 8570.01 "Information Assurance Training, Certification, and Workforce Management." o Information Assurance Manager (IAM) Level III or equivalent certification per DoD 8570.01-M. • Experience: o Minimum of three (3) years of experience in project management, team leadership, or contract administration. o Demonstrated ability to manage staff, track deliverables, and communicate effectively with Government representatives. • Education: o Bachelor's Degree in any discipline with 3 years of team lead or management experience; OR o Associate's Degree in any discipline with 5 years of team lead or management experience. • Security Clearance: o SECRET security level designation required. • Communication Skills: o Must be able to communicate effectively with a broad audience, including Government officials and technical personnel, both verbally and in writing. Additional Requirements • Availability between 7:30 a.m. and 4:30 p.m. Central Time, Monday through Friday, except Federal holidays. • Ability to designate an alternate manager for coverage during absences. • Must comply with all onboarding, training, and security requirements as specified by DHA.
