Overview

Nakupuna Companies is seeking a Contract Advisor to join our team of talented consultants providing professional services to an Army customer. The position will support Program Management Office (PMO) which is administering a single award IDIQ and will administer a multi-award contract (MAC) focusing on audit. The ideal candidate has experience as a Contracting Officer, preferably with the Department of War (DoW) or its services, and has strong oral and written communication skills.

Responsibilities

The following reflects management’s definition of essential functions for this job but does not restrict the tasks that may be assigned.

  • Support set up of the Program Management Office, to include the structure and oversight mechanisms.
  • Provide expertise and support for gathering requirements for contract execution, to include close-out and evaluation of performance.
  • Monitor and evaluate performance and deliverables against contract requirements; track spend and performance.
  • Provide Task Order support, to include design, source selection, and vendor onboarding. Serve as central coordination point across multiple Task Orders.
  • Track vendor progress: define overall timeline, key milestones, and critical path; escalate deviations from plan to the government leadership; and track and manage cross-team dependencies.
  • Serve as a central Point of Contact for all vendor management, and as a linkage between vendors and government stakeholders.
  • Support government officials with soliciting bids or proposals, evaluating offers, negotiating contract terms, ensuring compliance with regulations, and resolving disputes.
  • Maintain contract files and other documentation to ensure compliance with Contracting Purchasing Systems Review (CPSR) requirements.
  • Apply best practices to improve contract management, performance management and administration.
Qualifications

Skills/Qualifications:

  • Solid understanding of regulations and recent changes including Federal Acquisition Regulation (FAR), DFAR (Defense Federal Acquisition Regulation), and CAS (Cost Accounting Standards).
  • Experience with administering various contracts such as Time and Materials (T&M), Firm Fixed Price (FFP), Cost Price Fixed Fee (CPFF), Indefinite Quantity, Indefinite Delivery (IDIQ), and Blanket Purchase Agreements (BPAs).
  • Proficiency in MS Office Suite (Word, PowerPoint, Outlook, Excel)
  • Knowledge of Contractor Purchasing System Review (CPSR) requirements is highly desired
  • Knowledge of DoD organizational structures is desired.

Education/Experience:

  • Bachelors degree required, Masters degree preferred
  • Minimum of 10 years of relevant work experience. Experience as a Contracting Officer is required.

Certification: One of the following is required: Federal Acquisition Certification in Contracting (Level III highly desired) (FAC-C), DAWIA 6 Contracting, or Certified Professional Contracts Manager (CPCM)

Clearance Requirements: Ability to obtain Secret clearance. Must be a U.S. citizen.

Work Location: Crystal City, Virginia

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individuals particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $130,000 to $170,000 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies' total compensation package for employees.
