In this role, the successful candidate will be responsible for all aspects of the contracts portfolio delivering strong customer satisfaction, successful financial performance, risk mitigation, change management, and new business strategy. Additionally, the successful candidate will be responsible for the direct supervision and management of a team of contract administrators.

Northrop Grumman Defense Systems Sector is seeking a Contracts Manager 2 to lead a Contracts team for the Intercontinental Ballistic Missile Sustainment (ICBM-S) organization. This leadership role is based on-site in Clearfield, Utah. The selected candidate will report directly to the Senior Contracts Manager for the organization.

Roles and Responsibilities include, but are not limited to, the following:
  • Build and lead a team of highly motivated and effective contracts professionals, providing strong leadership, training, guidance, and career development to direct reports;
  • Review and approve contractual documents for protection of the company's contractual/risk posture, satisfaction of contractual requirements, and adherence to company policies. Therefore, keen attention to detail is essential.
  • Administers contracts and guides team in all facets of contract administration support, including: compliance with contractual requirements, interprets contract requirements for program and functional leadership, drafts and transmits formal correspondence, coordinates submittals with all stakeholders, and reviews and executes contract modifications.
  • Serves as the primary interface with the customer.
  • Planning and executing successful contract negotiations and achieving targeted profit rates as well as favorable terms and conditions to assist in meeting profit and cash goals.
  • Regular and proactive interface and effective collaboration with program, technical, and operations organizations to provide guidance and direction based upon the requirements of the resulting contracts.
  • Ability to make decisions in a timely manner, offer guidance, and work cooperatively with a multitude of organizations ranging from technical, program, finance, supply chain, legal, export, and security.
  • Ability to solve complex problems by actively seeking information and new ideas from a variety of sources.
  • Build strong customer intimacy and employee engagement to assist with growing this important business area.
  • Conduct proposal preparation for sole source and competitive proposals; serves as the lead for the proposal contracts volume and partners closely with the Capture team and other functions to develop and implement proposal strategies.
  • Review and provide feedback on customer RFIs, draft RFPs, and RFPs.
  • Guide the program and Contracts organization on the implications of model contract terms and conditions.
  • Ability to travel 10% of time as required to support major programs.


Working Conditions:
  • This is a full-time in-office role with a standard 9x80 schedule. Employees work nine hours per day Monday through Thursday; eight hours on Friday and take every other Friday off.
  • Occasional extended hours may be required to meet project deadlines.
  • Occasional travel required.

You'll Bring These Qualifications:
  • Bachelor's degree with 8 years of professional experience - OR - Master's degree with 6 years of professional experience. Will consider an additional 4+ years of directly-related experience in lieu of degree.
  • Proven experience in contract administration and management
  • Advanced experience in proposal development, beginning with strategy, including negotiation, and ultimate program execution.
  • Experience negotiating and administering fixed price and cost reimbursable contract types of varying sizes with the US Government.
  • Thorough understanding of the requirements of applicable government regulations, including the Federal Acquisition Regulation (FAR).
  • Strong command of MS Office Suite: Word, Excel, Outlook, Teams.
  • Excellent communication skills, both written and verbal, with the ability to use them in informing, presenting, and negotiating to all levels of management, internally and with customer.
  • Requires an interim U.S. Government Secret security clearance at time of application.


These Qualifications Would be Nice to Have:
  • Prior leadership experience, either in a supervisory, team, or project lead role, and demonstrated ability to lead teams and develop talent.
  • Master's degree or equivalent professional certification.
  • Experience with the DoD/DoW FAR Supplement.
  • Proficiency in SAP modules and contract set up process interface to ensure efficient contract set up execution.
  • 10+ years' experience in DoD/DoW contracts, or similar agreements, with the US Government.
  • Ability to function independently and effectively with competing priorities and deadlines in a fast-paced environment.
  • Excellent problem solving and decision-making skills to resolve complex problems and minimize risk to the company.
  • Active US Top Secret Clearance.

Primary Level Salary Range: $115,000.00 - $172,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
