Description GENERAL STATEMENT OF DUTIESThe Continuum of Care (CoC) Planning Program Manager is responsible for leading system-level planning, funding coordination, and performance alignment for Guilford County's homeless response system. This position plays a key role in fulfilling the County's responsibilities as the
HUD-designated Collaborative Applicant and Lead Agency, including management of the Continuum of Care Program competition, Emergency Solutions Grant (ESG) coordination, system performance analysis, and strategic planning.
The Planning Manager ensures that homelessness assistance resources are aligned with federal requirements, community priorities, and data-driven strategies to reduce and prevent homelessness. This position focuses on
system design, funding strategy, and cross-sector coordination, while operating with a high level of accountability, transparency, and alignment with Director guidance.
DISTINGUISHING FEATURES OF THE CLASSThis position performs advanced professional work in planning, funding alignment, and system coordination for the Continuum of Care. The Planning Manager serves as a central liaison between the County, HUD, local governments, nonprofit providers, and community stakeholders.
Work includes leading the
CoC Program Notice of Funding Opportunity (NOFO) process, coordinating ESG planning and reporting, overseeing system-wide performance measures, and guiding strategic initiatives to improve housing outcomes. The position exercises independent judgment while preparing recommendations for leadership review and approval that influence funding decisions, system design, and policy direction.
Examples of Duties DUTIES AND RESPONSIBILITIESContinuum of Care (CoC) Planning & Funding- Lead development and submission of the annual CoC Program NOFO application, including:
- Consolidated Application
- Project application review, scoring, and ranking process facilitation
- Coordinate and support CoC governance processes, including Board and committee alignment and required documentation
- Ensure compliance with 24 CFR Part 578 (CoC Program regulations)
- Support development and updates of CoC policies, written standards, and governance documents
- Maintain clear documentation of all NOFO processes, timelines, scoring tools, and decisions to ensure transparency and continuity
Emergency Solutions Grant (ESG) Coordination- Lead development of the annual ESG application, including funding recommendations for Director approval
- Monitor ESG program performance in coordination with system performance staff
- Ensure documentation and tracking of ESG processes, decisions, and timelines
System Planning & Strategic Alignment- Conduct gaps analysis and system modeling to inform resource allocation and planning
- Identify opportunities for system expansion, reallocation, and innovation
- Prepare recommendations on system design and resource alignment for Director review and approval
System Performance & Federal Reporting- Oversee analysis and use of System Performance Measures (SPMs) to inform planning and funding decisions
- Coordinate with HMIS Lead to ensure accurate and timely data is available for Longitudinal Systems Analysis (LSA); Housing Inventory Count (HIC); Point-in-Time (PIT) Count
- Ensure alignment between planning activities and system performance outcomes
Coordinated Entry System Alignment - Collaborate with the designated Coordinated Entry (CE) Lead Agency to align CE processes with HUD requirements
- Evaluate system flow, prioritization, and access within CE and identify areas for improvement
- Ensure CE is integrated into broader system planning and performance strategies
Collaboration, Governance & Stakeholder Engagement- Serve as a liaison between HUD, local governments, nonprofit providers, and community stakeholders
- Facilitate cross-sector collaboration to improve system coordination and outcomes
- Support transparent communication of funding processes, policies, and system performance
- Represent Guilford County in meetings, conferences, and regional initiatives
Reporting, Accountability & Coordination- Provide regular and consistent reportingto the Director of Housing Services, including:
- Weekly or biweekly status updates on key projects and timelines
- Monthly summaries of system performance, funding processes, and planning activities
- Identify and communicate emerging issues, risks, and opportunities that may impact funding, compliance, or system performance
- Ensure all major processes, decisions, and recommendations are documented and accessible
- Coordinate closely with HMIS Lead and CoC Specialist staff to ensure alignment across planning, data, and system performance functions
- Ensure continuity of operations through clear documentation and shared knowledge of critical processes
Other Duties- Support emergency planning efforts to ensure homelessness response is integrated into disaster response
- Maintain knowledge of emerging best practices and federal guidance
- Perform other related duties as assigned
RECRUITMENT STANDARDS
Knowledge, Skills, Abilities- Extensive knowledge of HUD Continuum of Care and ESG programs, including federal regulations and funding processes
- Strong understanding of homeless response systems, including shelter, RRH, and PSH models
- Ability to analyze and apply system-level performance data to inform strategy
- Knowledge of strategic planning, program development, and public administration principles
- Ability to manage complex, multi-stakeholder initiatives and funding processes
- Strong facilitation, collaboration, and relationship-building skills
- Ability to communicate complex information clearly to diverse audiences
- Ability to develop and implement policies, procedures, and system improvements
Typical Qualifications Minimum QualificationsMaster's degree in Public Administration, Social Work, Urban Planning, or a related human services field and
three (3) years of experience in homelessness services, housing programs, community development, or system-level planning;
ORBachelor's degree in a related field and
five (5) years of progressively responsible experience in homelessness services, housing programs, or community development, including experience with federal funding programs.
Supplemental Information Physical DemandsAn employee in this position must be able to physically perform the basic life operational functions of walking, fingering, standing, reaching. The employee must be able to perform sedentary work.
Working ConditionsWork consists of office environment. No adverse environmental conditions.
May Require Driving This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
