Job Summary:

The Construction Staffing Manager is responsible for leading workforce strategy and execution to support the delivery of construction projects. This role ensures that the organization is staffed with the right talent, at the right time, to meet project demands across all phases of execution. This position will report to the M&T Manager of Construction. #LI-CL1

Major Responsibilities:

  • Owns construction staffing strategy and workforce planning-partners with project leadership to forecast staffing demand, develop manpower plans, and ensure timely placement of field professionals across all project phases.
  • Leads recruiting and selection activities-manages requisitions, sourcing, screening, interview coordination, candidate evaluation, offer development, and hiring processes for construction management, field engineering, and project support personnel.
  • Drives onboarding and workforce integration-develops and manages onboarding programs, role expectations, training requirements, and deployment processes to accelerate productivity and improve retention.
  • Builds talent pipelines and organizational capability-maintains succession plans, develops candidate pools for critical positions, supports career development initiatives, and identifies emerging staffing risks before they impact project execution.
  • Provides staffing analytics and workforce governance-tracks hiring metrics, vacancy rates, onboarding effectiveness, staffing forecasts, and workforce trends; advises leadership on staffing strategies, organizational health, and resource allocation decisions.


Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience in lieu of degree


Required Knowledge and Skills:

  • Strong understanding of construction organizations, project execution roles, and field staffing requirements.
  • Experience managing full-cycle recruiting, interviewing, selection, and onboarding processes.
  • Ability to develop workforce plans aligned with project schedules, manpower curves, and execution strategies.
  • Strong relationship-building, influencing, and stakeholder management skills across multiple levels of leadership.
  • Excellent organizational, analytical, and communication skills with the ability to manage multiple staffing priorities simultaneously.
  • Ability to interact with project leadership, functional managers, HR, sister GBUs and recruiting organizations.
  • Critical to project startup readiness, organizational capability, and succession planning.
  • Experience in balancing near-term staffing execution with long-term workforce development and talent strategy.
