About the RoleASR International Corporation is seeking an experienced
Construction Manager Representative (CMR) to provide full-time on-site construction management support for the National Park Service (NPS) project to replace the Wastewater Treatment Plant at Tuolumne Meadows in Yosemite National Park.
This is a dedicated, long-term assignment supporting a complex federal construction project in a remote, high-elevation environment. The successful candidate will serve as the primary on-site representative for the CM firm, ensuring quality, safety, schedule, and contract compliance while working closely with NPS Project Managers and Contracting Officer's Representatives.
Key Responsibilities- Provide full-time on-site construction observation and documentation during active construction seasons (approximately mid-May through mid-November)
- Perform part-time support (remote acceptable) during inactive periods
- Conduct daily observations, quality monitoring, material verification, quantity checks, and deficiency documentation
- Prepare and upload daily reports
- Coordinate and document preparatory, initial, and follow-up inspections
- Review submittals, RFIs, schedules, payrolls, payment requests, O&M manuals, warranties, and as-built drawings
- Facilitate weekly progress meetings (prepare agendas and distribute minutes)
- Monitor safety compliance and immediately report accidents involving injury or property damage
- Support Independent Government Estimates (IGEs), proposal evaluations, and Time Impact Analyses (TIAs)
- Maintain complete project records in the Government-designated ProjectTeam software platform
- Communicate technical concerns only to the designated NPS COR or Government representatives
- Strictly adhere to limitations of authority (no directing the construction contractor, authorizing changes, or obligating Government funds)
Required Qualifications- Bachelor's degree in engineering, Construction Management, Construction Technology, or a closely related field from an ABET-accredited program
- US Citizen OR Green Card holders are eligible provided they have physically resided in the U.S. for at least 3 out of the last 5 years. Candidates must also pass a standard Public Trust background investigation.
- Minimum of five (5) years of relevant construction management and/or engineering experience demonstrating knowledge and hands-on capability in:
- Construction management and field observation
- Project coordination, documentation, and communication
- Contract document interpretation and compliance
- Inspection and verification of construction work
- Review of as-constructed markups and payment applications
- Leading progress meetings
- Independent cost estimating using industry software
- Review of baseline schedules, progress updates, Time Impact Analyses (TIAs), and recovery schedules
- Current OSHA 30-Hour Construction Safety certification
- Current Construction Quality Management for Contractors (CQM-C) certification
- Valid U.S. driver's license
- Proficiency with Microsoft Office Suite (Word, Excel, Project, Teams), Primavera 6 (P6), Procore, Project Teams, Adobe Acrobat Professional, and industry construction management software
- Ability to work independently in a remote, high-elevation environment and travel over unimproved roads
Preferred Qualifications- Direct experience on new standalone Wastewater Treatment Plant projects (federal or commercial)
- Prior experience in Wasate Water Treatment Plant construction and/or design
- Prior experience on remote or National Park Service projects involving cultural and natural resource compliance
- Experience with ProjectTeam construction management software
- Primavera P6 and Microsoft Project proficiency
- Experience preparing formal schedule review reports and Independent Government Estimates
