Full Job Description
Summary:

The role of Construction Manager (CM) within the Energy Transfer, E&C Department involves overseeing the construction of capital projects, which include pipelines and midstream facilities such as, but not limited to, measurement stations, crude terminals, storage facilities, pump stations, compressor stations, dehydration facilities, and processing facilities.

CM is responsible for supporting Project Managers with pre-construction activities including cost estimate development, pipeline route reconnaissance, constructability assessments, inspection planning, construction schedule duration estimates, contract development/review, services and material bidding process, and contractor and vendor selection.

Upon start of construction, responsibilities include but are not limited to planning and coordinating construction activity, material delivery, staffing plans, construction documentation, review of RFI's, and all work involving construction crews and inspectors for assigned projects. Position requires strong communication and coordination with internal project stakeholders including Project Manager, Operations, Measurement, and support Departments along with external Stakeholders including contractors, customers, landowners, and Federal/State regulators and entities.

A CM will also identify, train, and manage qualified inspectors, monitor construction expenses, and provide routine updates to the project manager. The role requires a detailed knowledge of company policies and procedures, industry practices, construction standards, welding procedures, documentation requirements, and OSHA and PHMSA rules and regulations.

Responsibilities
• Active participation in project team meetings including project kick-off meetings.
• Provide oversight and collaboration on a daily basis with inspection staff and contract construction personnel for projects executed by the Engineering & Construction Group.
• Responsible for providing construction support and working with Engineering & Construction Project Managers/Engineers, Area Operations and Measurement staff, 3rd Party Engineering firms and contractors to assist in project design, estimating, and scheduling.
• Assist Project Managers with the development of project scopes of work to assure operational fit and constructability through on-site field investigations, planning and meetings with appropriate parties.
• Direct involvement in contractor bid process including development of bid package and pay items, recommendations on appropriate bidders list, bid reviews, and final selection.
• Incorporation of lessons learned from previous projects to leverage positive practices as well as prevent repeat failures.
• Construction and inspection management, including inspection staffing and resourcing loading, to ensure compliance with company standards and specifications, quality assurance, job safety, environmental permits, right of way clearances and required project documentation.
• Responsible for construction-related activities on projects such as: effective communication with project team, construction methods and constructability, ensure all material is verified for fitness for purpose, contract compliance, contractor requested changes, contractor liaison with Operations and Measurement, schedule progress and cost reporting, contractor performance, construction safety and quality, construction documentation and record keeping, cleanup and project closeout
• Works closely with Construction Management Support Services to collaborate with subject matter experts on complex technical challenges
• Drive construction schedules to meet project and company objectives

Education & Experience Requirements
• Bachelor's degree in engineering and/or equivalent work experience with 8+ years of construction management experience
• Candidate must have proven safe driving record and valid driver's license
• Required to carry a cell phone and is subject to call out 24 hours a day at any time for emergency response, 7 days a week and extended workdays and/or workweeks

Required Skills & Knowledge
• Industry certification in an inspection area (i.e. CWI, NACE, API 1169, NEC)
• Strong knowledge of industry codes and standards (49 CFR 192 & 195, 29 CFR 1910, 29 CFR 126, API 1104, API 5L, ASME B31.3, ASME B31.4, ASME B31.8, NEC)
• Knowledge of OSHA PSM and PHMSA DOT requirements and determine relative contractor OQ requirements for projects
• Knowledgeable Microsoft Office & Microsoft Project
• Ability to develop construction standards, read construction plans/drawings, and infer from design to construction completion
• Ability to coordinate cost resolution, construction contracts, change orders, etc.
• Strong computer, communication, problem-solving, analytical and organizational skills
• People skills to successfully interact and lead people from multiple departments and entities to support successful project results
• Possess knowledge and foresight on midstream construction sequencing to support proper site productivity
• Be a champion and leader to site personnel safety ensuring all parties work towards an incident and injury free environment
• Maintain high ethical standards in all job aspects and zero tolerance for non-compliance with Partnership policies

Working Conditions
• Job duties are performed outside in all types of inclement weather
• Frequent overnight travel required; over 50%
• Frequent visits to industrial/manufacturing settings which may include hazardous material and chemicals, as well as extreme temperature conditional and loud machinery
• Ability to work non-standard work hours as needed or required to meet deadlines
