We're seeking a hands-on supervisor to lead a team of pump technicians responsible for the inspection, maintenance, repair, and replacement of pump systems essential to hatchery operations and fish production.In this role, you'll oversee preventative maintenance schedules, analyze pump performance, support large-scale equipment purchases, monitor budgets, and help guide pump refurbishment and installation projects. You'll also mentor staff, respond to critical operational needs, and work directly with systems that support fish production and facility operations.This is a great opportunity for someone who enjoys leadership, technical problem-solving, and meaningful work supporting conservation and hatchery programs.What to Expect:Among the varied range of responsibilities held within this role, the Construction & Maintenance Project Supervisor will,
Supervision and Mentoring:- Supervise a team of journey-level workers by scheduling, directing, coordinating, and overseeing projects from development through completion.
- Conduct active inspections of construction and maintenance activities to ensure work is completed according to scope, timeline, and quality expectations; communicate the need for change orders to the Project Manager when issues arise.
- Provide onsite inspections of pump components, equipment, and fixtures to determine maintenance and repair needs.
Pump Repair and Replacement:- Respond to after-hours and weekend emergencies when fish loss is imminent.
- Lead the assessment, troubleshooting, maintenance, repair, and replacement of fish hatchery production pumps up to 300 horsepower, including domestic submersible, end suction, centrifugal pumps, valves, manifolds, and flow meters.
- Prioritize and schedule preventative maintenance work based on severity of issues, program priorities, and geographic location.
- Analyze blueprints, records, and engineering notes to develop technical pump specifications, including pump curves, measurements, and material requirements for competitive bidding.
- Disassemble pumps to the component level, assess wear, and repair or machine replacement parts using lathes and milling machines.
- Perform routine and emergency diagnostic testing to evaluate pump efficiency, wear, vibration, and operational performance.
- Measure flow rates and pressures, compare historical performance data, and schedule repairs or replacements as needed.
- Test and evaluate hatchery pump and water supply systems, including motor balancing and vibration analysis.
- Identify and recommend long-term improvements and infrastructure needs for hatchery pump systems.
- Read and interpret blueprints, specifications, schematics, and technical sketches.
Project Management:- Independently prepare drawings, sketches, and as-built diagrams to support project implementation and communicate technical instructions to staff.
- Participate in conceptual, 30-60-90 drawing reviews, providing technical expertise to identify functional or constructability concerns and recommend solutions.
- Analyze project specifications to determine work sequencing, staffing needs, material requirements, and delivery schedules.
- Develop material and service specifications for procurement and bidding processes, including detailed cost estimates.
- Monitor incoming work orders related to pump systems and develop work schedules and budget priorities for the pump maintenance crew.
Electrical:- Supervise the installation, modification, maintenance, and repair of electric pumps and pump motors.
- Conduct electrical and mechanical inspections and diagnostic testing to identify equipment failures or inefficiencies.
- Maintain testing records to monitor trends and schedule timely repairs.
Working Conditions:Work Setting, including hazards:Work is performed at construction sites located on hatchery and wildlife areas, occasionally in a fabrication shop, and includes some office-based computer work. Field conditions include extreme weather, rough terrain, riverbanks, slippery slopes, confined spaces, and other difficult to reach spaces. Frequent bending, stooping, squatting, twisting, pushing, pulling, and repetitively lifting up to 50 pounds while loading/unloading trucks or moving materials around project site. This position may involve working in or near water, including tasks that require navigating, negotiating, and performing duties related to water environments.
Schedule:Typically, Monday - Thursday, 6:00 A.M. to 4:30 P.M. working 40 hours per week. Must respond to emergency calls of pump-related failures, which may occur outside of regular working hours. May work more than 40 hours per week as needed, including evening, weekend, and overnight stays.
Travel Requirements:40-60% travel depending on season.
Tools and Equipment:Electrical test equipment, including volt-ohm meter, meggers, phase rotation meters, and ammeters. Pipe benders and threaders, lathes, milling machines, sawzalls, band saws, drill motors, impact drivers, roto hammers, wrenches, sockets, screwdrivers, hammer, hacksaws, knockout punches, run platforms, scissor lifts, telescopic lifts, and mini excavators.
Customer Interactions:Frequent interactions with Federal, Local, Inter-Agency, Intra-Agency customers, and vendors.
Qualifications:Required Qualifications: Option 1 - All of the following (Experience may be gained concurrently):- Completion of a recognized apprenticeship in at least two (2) skilled trades, such as Millwright, Industrial Maintenance Mechanic, Mechanical Technician, Stationary Engineer, or other closely related skilled trades.
- Two (2) years of experience working with a variety of pumps, including vertical turbine pumps, performing repair and replacement.
- One (1) year or more of experience leading or supervising staff.
Option 2 - All of the following (Experience may be gained concurrently):- Four (4) years of experience working with a variety of pumps, including vertical turbine pumps, performing repair and replacement.
- One (1) year or more of experience leading or supervising staff.
Option 3 - All of the following (Experience may be gained concurrently):- Two (2) years of experience as a Construction and Maintenance Project Lead.
- One (1) year or more of experience leading or supervising staff.
In addition to the options above, the following competencies are required:- Knowledge of pumps, motors, well controls, and standby generator systems.
- Knowledge of construction methods; cost of operations and limitations of construction equipment and materials; material costs, uses and sources of supply; contractual relationships, including specifications and fiscal procedures; and engineering principles and their application to construction.
- Extensive knowledge in reading and interpreting specifications, pump curves, schematics, blueprints, sketches, and shop drawings.
- Proven ability to identify priorities and coordinate staffing, supplies, equipment, and project components throughout project development, execution, and completion.
Certifications/Licenses:Valid driver's license and acceptable driving record.
Preferred Qualifications:In addition to the required qualifications, our ideal applicant will possess one or more of the following:- Exceptional knowledge of National Electrical Code (NEC) and Washington Administrative Code (WAC) industrial, commercial, and residential electrical codes.
- Knowledge of Variable Frequency Drives (VFD) and Program Logistic Controller (PLC).
- General knowledge or basic experience in low voltage systems and alarm.
- Knowledge of Washington State Purchasing rules and regulations.
- Intermediate computer proficiency, including Outlook, Word, Excel, and Microsoft Teams.
Certifications:- Class A Commercial Driver's License (CDL) with current medical certification.
