Responsibilities/Pay Grade Project Oversight & Field Management- Coordinates activities with other divisions and departments at ECUA, such as the Regional Services and Lift Stations Department, as required.
- Lead the construction management of system extension, single service, and capital improvement projects (CIP), including water main replacements, gravity sewer rehabilitations, force main installations, and lift stations.
- Assist with coordinating on-site activities between utility crews, third-party contractors, and municipal departments.
- Monitor project schedules and budgets, ensuring all work complies with local, state, and FDEP regulations.
- Provide additional supervision of utility construction inspectors. Ensure the inspectors are aware of current construction practices and details.
- Ensure inspectors are adequately trained for each role they are assigned.
- Ensure inspectors maintain their certification of mandatory licenses.
- Inspects work sites and gives technical advice and assistance to field personnel.
- Interacts and communicates with the public, gives notification of planned work, explains the work being done, schedules work to minimize negative impacts on customers, and provides emergency notifications when necessary.
- Evaluates the performance of field staff, counsels employees, and maintains discipline.
- Resolves customer, contractor, and developer issues within ECUA guidelines.
- Investigates accidents and follows established procedures and administrative directives afterward.
- Coordinates ECUA's work with other utilities and governmental agencies. Provides assistance to other utilities and governmental agencies as needed.
- Participates in interviews.
- Conducts terminations of employment as needed.
- Ensures that all ECUA policies and procedures are properly communicated to employees both orally and in writing.
- Provides training to employees and confirms that employees receive training as required.

QA/QC & Design Review- Conduct comprehensive Quality Assurance/Quality Control (QA/QC) reviews of engineering plans, shop drawings, and technical specifications.
- Identify potential utility conflicts, "unbuildable" designs, or material inconsistencies during the pre-construction phase.
- Review as-built drawings for accuracy and ensure they reflect field changes prior to project closeout.
- Assists the Regional Services Department in the design, review, and inspection of water and wastewater systems.
Contract & Risk Management- Assist in the review of change orders, material submittals, and Requests for Information (RFIs).
- Enforce safety protocols and environmental compliance (e.g., erosion control, bypass pumping plans, etc.).
- Resolve field disputes and technical challenges to keep projects moving forward.
- Checks projects for progress and for conformance to work plans, orders, and safety rules.
Minimum Qualifications Required Qualifications- Education: Bachelor's degree in Civil Engineering, Construction Management, or a related field. In lieu of a degree, applicant may have 15+ years of experience in utility construction with a proven understanding of construction methods and practices.
- Experience: 5+ years of experience in heavy civil construction, specifically focusing on water distribution and wastewater collection systems.
- 5+ years of supervisory experience
- Technical Skills: Proficiency in reading and interpreting CAD drawings.
- Familiarity with Trenchless Technology (HDD, pipe bursting) and open-cut methods.
- Knowledge of local utility standards and regulatory requirements.
Preferred Skills- Experience working within or for a public utility.
- Strong negotiation skills for handling contractor disputes and change order justifications.
Physical Requirements/Working Environment - Must be able to traverse uneven construction site terrain.
- Ability to work outdoors in varying weather conditions.
- Frequent travel to various project sites within the service area.
