Configuration Manager – Ground-Based Radar Digitization (GBRD)

Location: Colorado Springs, CO

Leidos Defense Sector is seeking a Configuration Manager to support the Ground-Based Radar (GBR) Digitization Program, a major modernization initiative enhancing the nation’s missile warning, missile defense, and space domain awareness capabilities.

Program Overview

In this role, you will support the modernization of legacy radar systems across eight Ground-Based Radar sites. These systems provide continuous surveillance, detection, tracking, and reporting of missile and satellite activity in support of Missile Warning (MW), Missile Defense (MD), and Space Domain Awareness (SDA) missions.

The GBR Digitization Program is implementing a common digital backend architecture and modernizing radar front-end systems to maximize standardization, improve maintainability, and enhance mission readiness across the enterprise.

What You’ll Do

  • Configuration Management Leadership — Establish, maintain, and oversee configuration management (CM) processes ensuring integrity, traceability, and control of technical baselines across the program lifecycle.

  • CAMEO MBSE – manage configuration data, architecture, models, logistics and audits in CAMEO Enterprise Architect. Manage CCB, ERB and Peer reviews in Sharepoint.

  • Baseline & Change Control — Manage configuration identification, change control, status accounting, and verification for hardware, software, firmware, documentation, and system interfaces.

  • Engineering Change Management — Review engineering change proposals, design release packages, technical data packages, and system documentation for completeness, accuracy, and proper authorization.

  • Configuration Control Boards — Coordinate and facilitate CCBs, track approved changes, maintain baseline documentation, and ensure modifications are communicated to all stakeholders.

  • Cross‑Functional Collaboration — Work closely with systems engineering, software development, cybersecurity, logistics, and test teams to assess impacts of proposed changes.

  • Deviation & Waiver Management — Prepare, review, and submit deviations, waivers, and engineering change requests when requirements cannot be fully met.

  • Configuration Audits & Reviews — Support functional and physical configuration audits, technical reviews, and CM status reporting for program leadership and government customers.

  • Risk & Impact Assessment — Analyze complex technical changes, identify risks, and implement solutions that maintain system integrity while supporting program schedules.

Basic Qualifications

  • Bachelor’s degree in Engineering, Information Technology, Computer Science, Systems Engineering, Business Administration, or related field and 8+ years of relevant experience (additional experience, training, or certifications may substitute for degree).

  • US Citizen; Currently possesses an Active Secret Clearance.

  • Experience supporting large-scale technical, aerospace, defense, or government programs.

  • Demonstrated experience implementing and managing CM processes throughout the system development lifecycle.

  • Strong understanding of configuration identification, change control, status accounting, configuration audits, and technical baseline management.

  • Experience reviewing engineering documentation, technical data packages, software releases, hardware configurations, and design change requests.

  • Experience facilitating Configuration Control Boards (CCBs) and managing engineering change processes.

  • Familiarity with CM standards such as EIA‑649, MIL‑HDBK‑61, and DoD CM practices.

  • Strong analytical, organizational, and problem‑solving skills with the ability to assess technical and operational impacts of proposed changes.

  • Excellent written and verbal communication skills with the ability to collaborate across multidisciplinary teams.

Preferred Qualifications

  • Master’s degree in a related field with 6+ years of relevant experience.

  • Professional certifications such as Certified Configuration and Data Manager (CCDM), INCOSE ASEP/CSEP, or PMP.

  • Experience supporting DoD, MDA, U.S. Space Force, Air Force, or Intelligence Community programs.

  • Direct experience supporting radar systems, missile warning systems, missile defense programs, command and control systems, space surveillance systems, or large-scale modernization efforts.

  • Experience supporting Digital Engineering, MBSE, Agile development, DevSecOps pipelines, and integrated hardware/software development.

  • Familiarity with CM and requirements management tools such as Jira, Confluence, GitLab, Git, Bitbucket, Azure DevOps, DOORS, Cameo, Windchill, Teamcenter, or similar platforms.

  • Proven ability to manage complex technical baselines across geographically dispersed sites while ensuring configuration integrity and compliance.

  • Experience supporting engineering reviews, system integration activities, software release management, deployment planning, and sustainment operations.
