Position Description:

The Enterprise Logistics Management System (ELMS) is a major Department of Defense enterprise application supporting accountable property and logistics operations across all Defense Services and more than 50 Defense Agencies. ELMS manages over 80 million assets valued at more than $141 billion, serving as the Department's Accountable Property System of Record.
The system provides enterprise capabilities for:
. Property accountability
. Fleet management
. Real property
. Retail warehouse operations
. Internal use software
. Financial reporting

The Computer Systems Analyst supports the Lead Computer Systems Analyst in analyzing, designing, developing, and maintaining large scale enterprise software capabilities within ELMS. This role ensures ELMS continues to deliver reliable and efficient functionality across numerous engineering, business, and records management domains.

This position is located in Harrisburg, PA.

Your future duties and responsibilities:

Work in partnership with the Lead Computer Systems Analyst to analyze and develop computer software with diverse functional capabilities across engineering, business, and records management domains.
. Analyze user interfaces and contribute to maintaining system hardware and software performance, including tuning and optimization.
. Evaluate proposed system modifications, upgrades, and new COTS integrations for feasibility and system impact.
. Provide support in the design, development, testing, implementation, and documentation of new software and enhancements to existing ELMS applications.
. Produce system concepts and documentation from which programmers generate detailed flow charts, programs, and tests.
. Coordinate closely with programmers to ensure accurate interpretation and implementation of system specifications.
. Prepare milestone reports, status updates, and presentations for colleagues, leadership, and end user representatives.
. Analyze workload patterns, assess computer resource utilization, maintain interfaces with external systems, and examine causes of downtimes to recommend improvements.

Required qualifications to be successful in this role:

. BA/BS in a technical discipline.
. At least ten (10) years of experience.
. Based on the nature of the work, US citizenship and a Secret clearance are required.

Desired qualifications/non essential skills required:
. Experience supporting enterprise scale systems and sustainment environments.
. Strong analytical and diagnostic skills for performance tuning and system optimization.
. Familiarity with Microsoft based architectures (SQL Server, .NET, IIS).
. Ability to collaborate with analysts, developers, testers, and government stakeholders.
. Strong communication skills for reporting, documentation, and presentations.

Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $79,600.00 $156,700.00.
