Description
The City of South Lake Tahoe is seeking a dependable, service-oriented Community Service Officer Supervisor to lead the Police Department's Community Service Officer (CSO) division.

This civilian supervisory position coordinates and participates in a range of non-sworn police support and enforcement activities, including parking enforcement, City code and zoning enforcement, nuisance abatement support, records and report review, traffic control, court appearances, and snow-response operations. The Supervisor is responsible for scheduling, training, evaluating, and guiding CSO staff; developing work plans and procedures; overseeing parking garage operations and revenue collection; and working closely with the City Attorney's Office, other City departments, and the public.

The ideal candidate has strong supervisory, organizational, customer-service, and problem-solving skills, along with knowledge of parking and code enforcement practices, relevant laws and regulations, and criminal justice procedures. Experience supervising short-term rental enforcement personnel is highly desired. Experience supervising parking enforcement personnel is preferred.

What You'll Do
As the Community Service Officer Supervisor, you will lead and support the Police Department's Community Service Officer division. You will:
  • Supervise, schedule, train, evaluate, and support Community Service Officer staff.
  • Develop work plans, procedures, training programs, and operational priorities for the CSO division.
  • Oversee and participate in non-criminal enforcement activities, including parking, City code, zoning, and nuisance-abatement enforcement.
  • Coordinate parking enforcement operations at the Village Shopping Center, City parking garage, and surrounding paid parking areas.
  • Oversee City parking garage operations, including parking-meter revenue collection.
  • Work with the City Attorney's Office on nuisance-abatement and code-enforcement complaint filings.
  • Review reports and maintain accurate records, logs, and administrative files.
  • Assist with traffic control, hazardous vehicle removal, court appearances, and snow-response activities as needed.
  • Communicate with residents, visitors, businesses, City departments, and partner agencies to resolve issues and support public safety operations.

  • Knowledge of non-sworn law-enforcement support operations, criminal justice procedures, and applicable parking, City code, and zoning regulations.
  • Ability to supervise, train, motivate, evaluate, and develop assigned personnel.
  • Ability to coordinate multiple operational priorities, develop effective work procedures, and solve field and administrative issues.
  • Skill in maintaining detailed records, reviewing reports, conducting research, and preparing clear written communications.
  • Ability to communicate effectively and establish productive working relationships with staff, the public, City departments, the City Attorney's Office, and outside agencies.
  • Ability to work independently, exercise discretion, manage sensitive or challenging public interactions, and work irregular shifts or in inclement weather when needed.
  • Experience supervising short-term rental enforcement personnel is highly desired.
  • Experience supervising parking enforcement personnel is preferred.

Typical Qualifications
Education and Experience

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training:

Equivalent to an Associate's degree from an accredited college or university with major course work in police science, criminal justice administration, public administration, or a closely related field, or a related field.
Experience:

Three years of increasingly responsible technical and paraprofessional non-sworn and/or sworn experience comparable to a Community Services Officer in a law enforcement agency.
Experience supervising short-term rental enforcement personnel is highly desired.
Experience supervising parking enforcement personnel is preferred.
License or Certificate:

Possession of a valid driver's license.
