Summary

You will serve as a Community Planner within the Facilities Integrated Product Team (IPT) of the Industrial Capability and Infrastructure Group (IC&I) at COMFLTREADCEN Headquarters, supporting the Fleet Readiness Centers' Infrastructure Optimization and Modernization Program (FIOP).

Duties

Help

  • You will facilitate development, coordination, update, and implementation of COMFRC's long-range shore infrastructure plan to include the Enterprise Master Plan (EMP).
  • You will ensure sound engineering and analytical techniques are employed to translate projected workload and facility support requirements into quantified and detailed plans of accomplishment including cost implications.
  • You will act as a point of contact for NAVAIR Headquarters, for other systems commands and OPNAV personnel concerning FRC participation in Navy-wide facilities programs.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) facilitating the development, coordination, update, and implementation of long-range shore infrastructure plans, 2) defining requirements, procedures, resources, equipment, etc., to develop a comprehensive facility infrastructure support plan, 3) recommending funding strategies, which may include military construction, minor construction, repair and maintenance, 4) developing Program Memorandum Objectives (POM) for budget formulation and submission, 5) monitoring implementation of program plans and decisions to ensure compliance with policy, procedures, instructions, directives, etc., 6) developing program status briefs and tracking methodologies, and 7) supporting infrastructure and facilities planning concepts, including demographics, development trends, local economic conditions and trends, sustainability concepts, economics and cost estimating, mission requirements, compatible land use, encroachment issues, safety considerations, NEPA, cultural and natural resources, and working knowledge of Navy planning and programming procedures.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

  1. Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
    Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
    OR
  2. Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
