Classification: Grid 24, BCGEU Membership

Office Location: Fort St John or Kelowna or Victoria

Salary: $76,313.27 - $86,898.73 - Permanent Full-Time, based on a 35-hour work week.
An additional 10.75% Job Family Market Multiplier will be added to the posted salary.
An additional 3% Location Allowance will be added to posted salary for northern location.

About the Job:
The Communications Specialist (Specialist) is responsible for providing professional communications expertise and a range of communications services. The Specialist prepares a variety of communication products and services, supporting the strategic objectives of the BC Energy Regulator. This position will also assist with developing video, graphic, social media and web content.

Communications and Strategic Engagement provides strategic advice, logistic and tactical communication support and service to other branches within the BCER. It includes issues management and media relations, internal communications and graphics, design, videography and video editing, social media content development and monitoring, writing and web development; as well as industry and government relations.

Responsibilities

Provide a variety of corporate initiatives within tight timeframes. Activities are often subject to significant public, political and industry scrutiny.

Provide the development of a variety of products including operational reports, multi-media presentations, corporate and social media videos, speeches and scripts, web content, fact sheets, bulletins, safety advisories, directives, newsletters, briefing materials and news releases.

Develop social media and video content, including for campaigns, proactive issues management and educational posts.

Develop graphic material and graphic design treatment for presentations, social media, and reports.

Use an evidence-based approach to transform BCER online datasets into easily accessible information for the general public and other users.

Respond to media inquiries, work with BCER subject matter experts to develop messaging and responses.

Write and develop web content that is plain language and accessible to all user groups.

Develop relationships with internal and external stakeholders and represent the Public Trust team on a variety of internal and external committees / projects as needed.

Other responsibilities and related duties as required.

Qualifications

Education:
Degree from a recognized post-secondary institution in a related field such as Public Relations, Journalism, Marketing or similar, and five (5) years' relevant experience; or,

An equivalent combination of education, training and experience may be considered.

Experience:
Demonstrated experience working in, or with, media or in a public relations / corporate and communications environment.

Demonstrated experience working with data sets and data visualization an asset.

Working knowledge of Content Management Systems and developing web content an asset.

Demonstrated experience with report set-up, desktop publication, graphic and web design and/or social media programs - experience with Adobe suite of products an asset.

Demonstrated proficiency with videography, photography and related editing software.

Demonstrated ability to translate technical writing to plain language or vice versa, to edit and proofread documents; preference will be given to those familiar with CP Style.

Demonstrated success researching, planning and delivering projects within tight timelines.

Demonstrated experience building relationships with partners such as government and industry considered an asset.

About the Team

The Regulatory Affairs & Strategic Engagement department provides integrated leadership across the full regulatory lifecycle-bringing together policy development, strategic engagement, communications, and intergovernmental relations to ensure clear, consistent, and effective regulatory outcomes. It aligns what BCER designs, communicates, and delivers by translating regulatory intent into coherent policy, guidance, and external messaging, while incorporating input from First Nations, stakeholders, government, and the public. The department serves as a central coordination point with provincial and federal partners, strengthening alignment on legislation, policy, and regulatory priorities across jurisdictions. By acting as a two-way conduit between BCER and its external environment, it informs policy through engagement, anticipates emerging issues, and ensures communications are timely, transparent, and aligned to a single, credible voice. This integrated approach supports proactive risk management, effective implementation, and reinforces BCER's role as a trusted, modern regulator.
