Responsibilities

The sponsor is looking for a highly skilled Systems Engineer with a proficiency in various technologies supporting communications, radio frequencies, optical systems, signatures, and TEMPEST evaluations and countermeasures.  The ideal candidate will be creative, self-driven, curious, engineering and research-oriented and comfortable defining a path through ambiguity towards high-level goals. The successful candidate should be comfortable applying engineering expertise to risk assessments and mitigations. The Systems Engineer will support the customer's overall counterintelligence threat analysis of technical devices and communication systems. This position consists of the following responsibilities, but is not limited to:

  • Provide initial security risk analysis both quantitative and qualitative approaches, develop analystic judgements such as relevance or vulnerabilities, and prepare briefings/reports document the methodology used and the results obtained.
  • Develop and execute advanced security strategies and solutions, ensuring the organization's systems and data are protected against evolving threats.
  • Recommend system enhancements to improve security deficiencies.
  • Conduct technical analysis and all-source analysis toidentifyand counter foreign intelligence threats, with a focus on telecommunications, network/computer/data security.
  • Research, analyze, and exploit data from various sources to inform counterintelligence operations, and develop intelligence requirements to fulfill those needs.
  • Perform technical analysis of communications systems and infrastructure to ensure it meets security criteria and mission constraints and provide analysis, mitigations and countermeasure requirements as needed.
  • Ability to engage effectively with Sponsor personnel at all levels and collaborate across multiple offices and organizational levels to meet mission needs.
  • Ability to communicate technical concepts clearly and effectively, both verbally and in writing, to technical and non-technical audiences.
  • Provide highly specialized knowledge and expertise to support requirements or issues related to threats and vulnerability, policy and regulations, intelligence, and optimizing organizational processes and needs.
Qualifications
  • TS/SCI with Relevant Polygraph
  • Minimum of 12 years with BS/BA; Minimum of 10 years with MS/MA; Minimum of 7 years with Ph.D.; an additional four years of experience may be considered in lieu of degree
  • Experience working with computer software/hardware, associated peripherals and telecommunication networks - knowledge and familiarity with computer hardware and software, especially network security/monitoring applications and configurations.
  • Expertise with RF communications technologies and protocols to include specific knowledge regarding potential vulnerabilities which could create a CI concern.
  • Knowledge off regulatory standard and spectrum management.
  • Experience evaluating and prioritizing all analytical requests.
  • Demonstrated effective communication with team members, managers, sponsors, and business partners throughout the project lifecycle.
  • Experience with Ops documentation/plans and messaging and technical intelligence reports.
Target Salary Range$146,000 - $234,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
