This position is located in Sioux Falls, SD.

Minnehaha County is accepting applications for a Commission Administrative Officerto directly advise and support the Board of County Commissioners in the leadership and administration of Minnehaha County government. Our full-time leadership team includes five elected officials and twelve appointed department heads who lead more than 700 employees in over 17 departments. This is an appointed position; the incumbent serves at the pleasure of the Board of County Commissioners pursuant to SDCL 7-8-20.

The individual selected will serve as a strategic visionary with the enthusiasm and perseverance to navigate a complex landscape to ensure the Commission's policies, procedures, and programs are successfully implemented.

The hiring range is $5,952 - $6,561 biweekly with a full earning potential of $8,394 biweekly. Appointment above the hiring range is dependent on qualifications and experience. This position has a comprehensive benefits package including paid holidays, generous Paid Time Off program, extended sick leave, retirement plan through the South Dakota Retirement System, an optional supplemental retirement program, and health, dental, and life insurance.

How You Will Make an Impact

Advise and support a five-member, part-time Board of County Commissioners in the leadership of County government. Coordinate short and long-range planning processes for overall County operations. Collaborate with department heads, state agencies, other local governments, various County boards, partners, stakeholders and the public to coordinate and implement policies and programs.

Develop and maintain business relationships with legislators to provide information and advance County legislative agenda. Prepare legislation for consideration, testify before legislative committees, and analyze and prepare the County for operational impacts resulting from enacted legislation.

Represent the Commissioners at meetings with other government entities. Present at public speaking engagements to provide information about County government operations. Represent the Commission in labor relations and contract negotiations. Assist in the preparation and review of County contracts for goods and services.

Coordinate with the Commission and County Auditor in preparation and review of the County budgets. Organize budget hearings and monitor budget performance on a continuing basis. Oversee the preparation of ordinances, resolutions, briefing memorandums and other information for the Commission meeting agenda.

Supervise Minnehaha County Commission Office staff including hiring, training, daily supervision, and performance management.

What You Need to Succeed in this Role

A bachelor's degree in public administration, business, or closely related field and seven years of increasingly responsible experience in public administration or closely related field. Comparable combination of education and experience may be considered. Ability to develop and negotiate collaborative relationships with local, regional, and national stakeholders to advance County legislative agendas. Thorough knowledge of principles and practices of public administration, state laws and regulations, and budget processes, and an MBA or JD preferred. The successful candidate will be a transformational leader committed to the continuous improvement of government operations and the services we provide to our growing community.

Compensation
$154,752-$218,254.40 per year
