This is a senior-level commercial real estate position requiring substantive transaction experience involving dispositions, exchanges, acquisitions, leases, concessions, and comparable real property agreements. The position also requires experience reviewing and interpreting surveys, title examinations and documentation, legal descriptions, easements, rights-of-way, and land-development regulations.
Performs professional and administrative work developing and implementing systems to maintain accountability for the management and leasing of Airports' real property. Develops, prepares, and manages complex real property agreements, leasing transactions, concessions, solicitations, and property compliance matters for the County's four airports.
The position is responsible for drafting, reviewing, negotiating, administering, and enforcing commercial leases, concession agreements, permits, easements, rights-of-way, declarations, and other real property agreements. The selected candidate also supervises professional and technical staff, establishes operational policies and procedures, manages complex projects, and provides technical support for negotiations and matters presented to the Board of County Commissioners.
Manages databases and ensures agreement compliance; conducts field inspections and notifies tenants, permittees, concessionaires, and contractors of contract/permit violations; handles specific complex transactions. Prepares and manages Requests for Proposals (RFPs), Requests for Quotes (RFQs), and Invitations for Bids (IFBs). Establishes operational policies and procedures; supervises professional and technical staff. Assists with the implementation of Disadvantaged Business Enterprise (DBE)/Airport Concession Disadvantaged Business Enterprise (ACDBE) programs.
Work is performed under the general direction of an administrative superior, and is reviewed and evaluated through conferences, reports, and results obtained.
QUALIFICATIONS
This position requires qualified applicants to possess one of the following:
• A Bachelor's Degree in Business Administration, or Real Estate; minimum of four (4) years of experience in commercial real estate leasing transactions and commercial property management,
OR
• An Associate's Degree in Business Administration or Real Estate; minimum of six (6) years of experience in commercial real estate leasing transactions and commercial property management,
OR
• An unrelated Bachelor's Degree; minimum of six (6) years of experience in commercial real estate leasing transactions and commercial property management,
OR
• Graduation from high school or an equivalent recognized certification; minimum of eight (8) years of experience in commercial real estate leasing transactions and commercial property management.
PREFERRED QUALIFICATIONS
Preferred qualifications include (must specify on application):
• Five (5) years of commercial real estate transaction experience involving dispositions, exchanges, acquisitions, leases, concessions, or similar agreements,
• Experience working with surveys, title examination and land development, regulations, title documentation, legal descriptions, easements, rights-of-way, and land-development regulations,
• Experience managing commercial real estate transactions or agreements in an airport environment,
• Experience preparing and managing RFPs, RFQs, IFBs, or other public-sector competitive solicitations, and
• Experience preparing agenda items or transaction materials for a governing board or comparable public body.
