Description
IBSS is seeking a Cloud Governance & Project Management Analyst to support NOAA's Cloud Program Office (NCPO) under the NCPO Cloud Support Services contract. This position supports enterprise cloud governance frameworks, performance metrics, and project intake/prioritization processes, and leads discovery and process reengineering activities to help mission units modernize legacy workflows for the cloud. The Cloud Governance & Project Management Analyst works alongside the Cloud Product Manager, Cloudability Administrator/FinOps Engineer, and NCPO leadership to align governance structures with technical implementation and mission needs.

Key Responsibilities:
  • Support the enterprise lead for cloud governance, stakeholder engagement, and service modernization alignment.
  • Maintain governance frameworks, manage performance metrics, and support project intake and prioritization processes.
  • Maintain integrated master schedules and risk/dependency tracking (RAID logs) across cloud modernization workflows.
  • Lead discovery activities and support service reengineering efforts to help mission units reimagine legacy processes for cloud-enabled modernization.
  • Facilitate engagement across organizational boundaries to align governance structures with technical implementations and mission needs.
  • Support agile sprint coordination within federal or complex enterprise environments.
  • Support delivery of the Monthly Activity Report and LOE Spend Plan, and contribute to quarterly Product Roadmap and Architecture Blueprint updates.
  • Monitor AI governance alignment at the policy level in coordination with NCPO leadership.

Required Skills /Education/ Certifications & Qualifications:
  • Bachelor's Degree
  • 3+ years of project management and governance experience leading cross-functional IT/cloud modernization workflows.
  • Experience with project intake and prioritization frameworks, integrated master schedules, and risk/dependency tracking (RAID logs).
  • Experience with agile sprint coordination within federal or complex enterprise environments.
  • Required certification (one of the following):
    • Active Project Management Professional (PMP) certification, or
    • Active PMI Agile Certified Practitioner (PMI-ACP) certification, or
    • Equivalent certification, or 5+ years of equivalent experience in lieu of certification.

Desired Skills:
  • Experience supporting the Department of Commerce or another Federal Civilian Executive Branch (FCEB) agency's cloud modernization or governance program.
  • Experience supporting service design activities, customer journey mapping, or service blueprinting.
  • Familiarity with responsible AI governance or policy alignment in a federal enterprise environment.
