The Riverside University Health Systems - Behavioral Health, CBAT 911 Dispatch department is currently recruiting for a Clinical Therapist I/II position located in Riverside.
The Clinical Therapist I/II provides specialized support to law enforcement, individuals experiencing a mental health crisis, their families, and collaborating mental health professionals. Unlike community-based field roles, the CBAT 911 Clinician is assigned to the RSO Dispatch Center, where they assist dispatch staff in triaging incoming 911 calls involving behavioral health concerns. This role requires a high level of clinical expertise, independent judgment, and the ability to make critical decisions in real time. Clinicians frequently engage directly with callers in crisis over the phone to assess risk, determine appropriate interventions, and support safe, effective outcomes.
EXAMPLES OF ESSENTIAL DUTIES• Interview consumers, relatives, and other involved persons to gather personal and social data relevant to assessing mental or emotional disorders.
• Develop service plans with consumers; evaluate psychological, economic, vocational, educational, physical, health, socialization, and housing needs.
• Coordinate with other staff members (psychiatrists, psychologists, and other program staff) and community agencies in carrying out and designing treatment or rehabilitation plans.
• Assist consumers and other concerned individuals in understanding the nature of major psychological illnesses and their psychosocial effects.
• Assist consumers and their families in understanding and choosing options of mental health treatment.
• Initiate and conduct individual, collateral, group, and family therapy sessions.
• Establish and maintain effective contact with local area mental health resources, including community members, parents, schools, residential facilities, and other agencies/organizations.
• Perform specialized tasks including involuntary hospitalization procedures (5150) and Tarasoff assessments.
• Participate in mental health conferences and local area committees.
• Prepare reports and write correspondence.
• Provide guidance to volunteers and staff.
• Act as a casework consultant to other clinical therapists and other departmental staff.
• Licensed level, within the scope of licensure, may provide clinical supervision to unlicensed clinicians.
• Coordinate clinical decisions in response to operational demands.
• Conduct clinical discussions regarding complex or difficult cases.
• Respond to emergencies, within licensure, which may occur on the unit.
• Coordinate the flow of information and clinical data to ensure continuity in treatment or shift.
• Serve as liaison with other sections, units, services, and agencies.

Education: Possession of a Master's degree from an accredited college or university in clinical or counseling psychology, social work, marriage and family therapy, or a closely related behavioral science field.
ANDCertificate: Clinical Therapist II must have possession of a valid certificate of registration as a Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, or Licensed Professional Clinical Counselor issued by the California State Board of Behavioral Sciences.
Other Requirements License/Certificate: Possession of a valid California Driver's License may be required.
Possession of valid Basic Life Support (BLS) certificates issued by the American Heart Association may be required.
Security ClearanceA successful Security Clearance conducted by the Sheriff's Department will be required within the Department of Behavioral Health - CBAT 911 Dispatch

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
- A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
- A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
- A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
