This posting is for a permanent Clinical Informatics Specialist role, located on-site at BC Cancer Surrey. Clinical Informatics experience is required. The Clinical Informatics Specialist (CIS) reports to the Coordinator, Manager and/or designate and analyzes, diagnoses problems and formulates solutions for the design, optimization and integration of clinical workflow applications related to variety of clinical information systems. The role participates in the development and revision of electronic health record and clinical practice process redesign organizational and/or departmental clinical policies and procedures and champions a collaborative team-based framework that incorporates resources from other departments, programs, and vendor partners as it relates to clinical systems implementations.
The CIS utilizes their clinical experience and experience with computer technology, clinical informatics, clinical workflow and clinical change management to support Professional Practice, Digital Health/Information Management, clinical operations leaders, users (staff and clinicians) and other groups to enhance the effectiveness, validity and sustainability of clinical initiatives that support the transition to a fully integrated EHR.
What you'll do - Assess, analyze and diagnose specialty specific clinical workflow assessments and translates requirements to digital health/information technology leads. Gathers information from multiple clinical groups, project teams, and members of the organization and peer health authorities to assess technology gaps and clinical needs for providers and clinical users of the electronic health record system. Provides expertise in system design and evaluation of clinical content, troubleshooting and end-user support.
- Execute the system design life cycle in the areas of design, content development, validation, implementation, stabilization and evaluation of electronic health information systems and their associated data dictionaries, databases, tables, reports and related standards, protocols and procedures to support clinical uptake of electronic health and information records. Participates in custom report development and data analysis for decision-making.
- Liaises with the Digital Health department, organizational programs/departments and partner affiliates as the role and informatics specialty specific expert and resource on system wide practice and workflow change initiatives, practice innovation and redesign, documentation/nomenclature standards and the electronic health record.
- Identify and assist in the development of new and changing role and specialty specific functions and processes in the department/organization as they relate to the use of clinical information systems.
- Provide training to clinical staff based on knowledge and informatics experience on incorporating clinical informatics advances and electronic health records developments into practice.
- Engage in the planning, coordination, scheduling, implementation and evaluation of upcoming releases including impact analysis, development of release notes and liaising with other subject matter experts to support development and delivery of education for end users to enhance adoption, including use of clinical decision support tools within the clinical workflows to support timely decision-making.
- Plan and lead adoption training sessions such as, workflow review sessions and one-on-one support sessions related to appropriate, safe and efficient use of clinical information systems/applications including applicable policies and related legislation regarding access to electronic health records.
- Recommend innovative approaches and standards for information capture, storage and retrieval that ensure the management of and secure access to personal electronic health information in collaboration with security management and application analysts. Participates in data remediation/data integrity activities and audit processes to ensure quality data collection and system efficiency.
- Document and communicate clinical informatics standards to information technology leadership, staff, providers, project directors, project managers and the appropriate user community representatives such as staff from other portfolios within PHSA, colleagues from peer health authorities and vendors. Maintains familiarity with health care industry developments in clinical informatics, participates in advising on implementation of related standards, tools, and processes within PHSA.
- Research, define and develop material on the effectiveness of clinical information systems.
- Participate in the development of detailed requirements, evaluation criteria, budgets, project charters, implementation plans, status updates, communication plans and other project related documents.
What you bring Qualifications:
- Graduation from a recognized two-year diploma program such as Nursing Unit Clerk or Pharmacy Technician, plus three (3) years' recent related experience an equivalent combination of education, training and experience.
- Three (3) years' experience in a Clinical Informatics environment, including experience facilitating or participating in Clinical and Systems Transformation (CST) implementation, or an equivalent combination of education, training and experience.
- May require the use of a vehicle for which mileage is reimbursed in accordance with the current Collective Agreement.
- May be required to travel, work different shift hours and weekends/STATs in accordance with the current Collective Agreement.
- Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
- Demonstrated knowledge and understanding of legislative obligations and provincial commitments within BC Cancer contexts found in the foundational documents including Truth & Reconciliation Commission's Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.

- Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).
