Full Job Description
The Director of Clinical Services provides trauma-informed leadership and operational oversight for Delphi Rise's Outpatient Clinical Continuum, including a small Outpatient clinic, Monroe County's only 24/7 Open Access, and In-Community clinic services.

This role will lead an important next chapter for Delphi. The organization has provided clinical services for 90 years and has operated Monroe County's only Open Access Center for 10 years. Now, Delphi is bringing these strengths together as one coordinated continuum. The Director will guide the thoughtful integration of Open Access, which has historically operated with significant independence, into the clinic through shared processes, procedures, communication, and accountability. The continuum also includes a small, steady outpatient clinic with experienced clinical and medical staff, as well as an innovative OASAS pilot that brings services into community settings where people feel safe and comfortable seeking care. This position is accountable for clinical quality, regulatory compliance, program performance, budgets, personnel, and effective coordination across these services.

Essential Job Duties and Responsibilities: (Additional duties may be assigned)
• Ensure compliance across the outpatient clinical continuum of services with applicable state and federal regulations, confidentiality standards, client reporting systems, recordkeeping requirements, licensing standards, and organizational policies.
• Oversee timely, accurate, and clinically appropriate documentation of client care within the electronic medical record across all assigned outpatient services.
• Ensure financial, contractual, and program goals are met by managing outcome objectives, productivity targets, census, access, service volume, and other key performance indicators.
• Lead utilization review and quality assurance processes to ensure appropriate enrollment, timely access, continuity of care, and high-quality service delivery.
• Lead the phased integration of Open Access with the Outpatient clinic, developing and implementing shared processes, procedures, roles, and communication practices while respecting the distinct expertise and history of each service. Establish clear workflows for screening, assessment, referral, admission, follow up, and transitions among Open Access, In-Community services, and clinic-based care.
• Lead preparations for and responses to audits conducted by OASAS and other funders and implement corrective actions when required.
• Provide direct oversight of clinical and program staff, including workload and time management, clinical supervision, performance evaluations, staff development, and the timely resolution of personnel matters in collaboration with Human Resources and organizational leadership. Build trust across teams and reinforce a shared culture of respect, accountability, learning, and client centered care.
• Identify ongoing training needs and coordinate professional development opportunities that support quality, compliance, safety, and effective service delivery.
• Establish and maintain strong partnerships with external stakeholders, including county court systems, healthcare and behavioral health providers, community organizations, and local departments of social services, ensuring completion of required reports and contractual obligations.
• Lead the development, submission, and monitoring of annual work plans required by OASAS and other funders, ensuring compliance with contractual and regulatory requirements and evaluating achievement of performance targets.
• Lead clinical, program, and interdisciplinary staff meetings, ensuring consistent communication, coordinated decision making, and follow through on operational and clinical priorities. Create meaningful opportunities for staff across the outpatient clinic, Open Access, and In Community services to solve problems together and strengthen one coordinated continuum of care.
• Oversee the collection, analysis, and reporting of program data to monitor access, quality, outcomes, productivity, contractual performance, and opportunities for improvement.
• Actively participate in local and regional network collaborative efforts and represent Delphi Rise in relevant community and professional forums.
• Direct the recruitment, hiring, onboarding, supervision, and retention of qualified staff across assigned services, with particular attention to supporting experienced professionals and sustaining Delphi's culture of dignity, belonging, and mutual respect.
• Maintain active professional licensure and certifications through timely renewals and required continuing education, and ensure applicable staff credentialing documentation remains current and compliant.
• Perform other duties as necessary in the best interests of the organization and provide direct support to clients when clinically or operationally necessary.

Supervisory Responsibilities:

This position supervises assigned clinical and program staff across the outpatient clinic, Open Access services, and In-Community services. Responsibilities include recruiting and interviewing candidates; making hiring decisions or recommendations consistent with organizational policy; onboarding, instructing, and training staff; assigning, planning, scheduling, reviewing, and approving work; providing ongoing supervision and coaching; conducting performance evaluations; addressing performance and personnel matters; and making recommendations regarding promotions, disciplinary action, and termination.

Minimum Qualification Standards:
• LMSW, LCSW, LMHC-D, with 30 OASAS training hours in Clinical Foundations I and II.
• A minimum of 5 to 7 years of full-time experience in a clinical healthcare setting, including progressive leadership responsibility for outpatient, access-focused, community-based, or comparable behavioral health services.
• Must have at least three years of full-time clinical work experience in the substance use disorder field
• Must have at least one year of experience providing clinical supervision and leading multidisciplinary teams.

Special Requirements:
• Regular physical on-site attendance is required.

Knowledge, Skills, and Abilities:
• Computer proficiency including word processing, data entry, spreadsheets, and generating reports using standard software applications.
• Excellent verbal and written communication skills.
• Strong organizational skills including the ability to manage multiple projects and details simultaneously.
• Some analytical ability to gather and summarize data, find solutions to various administrative problems, and prioritize work.
• Ability to develop and maintain recordkeeping systems and procedures.
• Ability to establish, monitor, and achieve performance metrics related to billable hours, productivity, access, census, service volume, quality, and client outcomes across outpatient, Open Access, In Community, and medical services.
• Ability to gather data, compile information, and prepare reports.
• Strong written and oral communication skills to interact with customers, vendors and co- workers in a professional and helpful manner in person or via phone or written correspondence.
• Ability to develop, plan, and implement short- and long-term goals and to lead organizational change across service teams with different histories, workflows, and areas of expertise.
• Ability to work productively in a fast-paced, stressful environment.
• Ability to work independently, exercise sound judgment, demonstrate initiative, and approach clinical and operational challenges with creativity while meeting contractual, service access, quality, and revenue goals.
• Candidates must possess a valid driver's license and maintain a clean driving record. The position may require occasional driving for meetings, appointments, or representing Delphi Rise in the community

Equipment, Machines and Software Used:

This position requires the regular use of a computer/iPad, printer, fax machine, telephone, scanner.

Computer Software:

Microsoft Office to include Word, PowerPoint, Outlook, Excel and experience working with an electronic medical system (EMR).

Mental and Visual Demand:

High mental and visual attention to solve complex problems and plan difficult work methods of highly complex and analytical procedures, policies and practices.
