This new position will foster relationships to co-develop, maintain, implement, and exercise flood preparedness plans with rural and remote Alaska Native communities. Duties include the development, management and implementation of a flood preparedness planning program incorporating our expertise in community planning and risk analysis alongside community members and leadership. They will partner with the Emergency Preparedness Program in ANTHCs department of Community Environment and Health as well as other scientific, engineering and emergency management professionals in Alaska, across the country and across the Arctic. Summary:
Under general direction, provides planning, project development, and project management services to Alaska communities to adapt to climate change.

Responsibilities:

All

Supports communities to develop and implement climate adaptation and hazard mitigation plans, projects, and programs in collaboration with other Federal, State, and Tribal partners. Supports community planning, including the development of climate adaptation strategies, adaptation plans, and integration of climate adaptation actions into other plans.

Develops and manages community climate adaptation projects in collaboration with community staff and leadership, agencies, consultants, and other project management staff. Develops and implements assessments, surveys, data collection, data analysis, and monitoring for a variety of ANTHC and community climate adaptation initiatives.

Serves as the technical point of contact with multiple communities to provide climate adaptation planning and science recommendations for a variety of projects. Provides technical assistance, direction, and guidance to communities, Tribal organizations, and other teams on planning, project development, design, and construction activities.

Collaborates with communities to understand community needs and priorities. Develops scopes of work and cost estimates for climate adaptation projects. Works collaboratively with communities, partners, and ANTHC's Grant Planning and Development Department to identify project funding sources, secure project funding, and manage funding.

Reviews and approves standard cooperative project agreements and develops project work plans. Schedules and adjusts project activities as necessary to accommodate changing conditions.

Establishes and manages consultant contracts to meet schedules. Develops and maintains required project documentation, tracks project progress using standardized project management tools, completes progress reports for external funding agencies. Monitors quality control/quality assurance for all project related activities. Develops, manages, and monitors project budgets and contracts.

Reviews and approves all contracted projects, ensuring projects meet program requirements and community needs. Completes project and financial closeout procedures including financial reviews, grant closeouts, final reports, and prepares project closeout documents.

Assists and supports ANTHC leadership in the achievement of ANTHC goals and objectives.

Under close supervision, the Climate Adaptation Project Manager I supports climate adaptation projects involving planning, scope development, funding acquisition, implementation, and closeout.

CLIMATE ADAPTATION PROJECT MANAGER II

Under general supervision, the Climate Adaptation Project Manager II supports climate adaptation projects involving planning, scope development, funding acquisition, implementation, and closeout.

Develops goals and priorities in conjunction with employees, and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains, and coaches subordinate staff. Implements corrective actions and conducts performance evaluations.

CLIMATE ADAPTATION PROJECT MANAGER III

Under limited supervision, the Climate Adaptation Project Manager III manages complex climate adaptation programs, with a variety of projects, involving planning, scope development, funding acquisition, implementation, and closeout.

Provides leadership, direction, guidance, and direct supervision to assigned staff. Develops goals and priorities in conjunction with employees, and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains, and coaches subordinate staff. Implements corrective actions and conducts performance evaluations.

At least two (2) years of experience in rural Alaska is preferred. An equivalent combination of relevant education and/or training may be substituted on a year-for-year basis for experience.

CLIMATE ADAPTATION PROJECT MANAGER III

Non-supervisory: Eight (8) years of planning, project management, research, or other experience with climate adaptation, hazard mitigation, public works or other relevant projects. An equivalent combination of relevant education and/or training may be substituted on a year-for-year basis for experience.
