The Opportunity:

CACI is seeking an experienced Civil Engineer, Senior to support logistics infrastructure and facilities engineering operations across the Indo-Pacific. The Civil Engineer, Senior serves as CACI's engineering professional responsible for planning, designing, assessing, and supporting the construction, repair, sustainment, and modernization of facilities and infrastructure that enable logistics, mission support, and operational readiness. Reporting directly to the Facilities and Infrastructure Lead, this position provides technical expertise supporting Government requirements for expeditionary and permanent infrastructure throughout the theater.

The Civil Engineer, Senior works closely with Government stakeholders, facilities managers, architects, environmental professionals, construction contractors, logistics personnel, host nation agencies, and mission partners to develop engineering solutions that support airfields, ports, logistics support areas, warehouses, maintenance facilities, utilities, and other mission-critical infrastructure. This position contributes to successful program execution by delivering technically sound, cost-effective, and sustainable engineering solutions that support operational requirements across geographically dispersed locations.

Responsibilities:

  • Perform engineering assessments of existing facilities, infrastructure, and construction sites to support Government mission requirements.
  • Develop civil engineering designs, plans, specifications, and cost estimates for new construction, renovation, repair, and sustainment projects.
  • Evaluate roads, bridges, airfields, ports, utilities, drainage systems, and other civil infrastructure supporting logistics operations.
  • Conduct site surveys, facility inspections, condition assessments, and feasibility studies.
  • Prepare engineering reports, technical analyses, drawings, and construction documentation.
  • Review construction plans and contractor submittals for technical compliance with project requirements.
  • Coordinate engineering activities with Government personnel, construction contractors, subcontractors, and host nation representatives.
  • Support project planning, scheduling, quality assurance, and construction oversight activities.
  • Ensure engineering designs comply with applicable Unified Facilities Criteria (UFC), International Building Code (IBC), OSHA standards, environmental regulations, and host nation requirements.
  • Identify infrastructure risks and recommend corrective actions to improve facility performance and operational readiness.
  • Support contingency engineering and rapid infrastructure assessments during emergent operations.
  • Coordinate with environmental, electrical, mechanical, structural, and architectural disciplines to develop integrated engineering solutions.
  • Maintain engineering documentation, project records, and configuration management throughout the project lifecycle.
  • Provide technical recommendations to Government leadership regarding infrastructure sustainment, modernization, and lifecycle planning.
  • Promote engineering best practices, innovation, and continuous process improvement to improve mission effectiveness.


Qualifications:

Required:

  • Minimum 8 years of experience in civil engineering, facilities engineering, infrastructure planning, construction management, or engineering design supporting Government, Department of Defense, or commercial infrastructure programs.
  • Experience supporting Department of Defense, Joint, Combatant Command, Service Component, or Special Operations organizations is preferred.
  • Experience performing engineering assessments, preparing engineering designs, reviewing construction documentation, and supporting construction projects.
  • Experience supporting facility sustainment, modernization, utilities, transportation infrastructure, or expeditionary engineering projects.
  • Demonstrated ability to coordinate engineering activities across multiple stakeholders while supporting project schedules, budgets, and operational requirements.
  • Demonstrated ability to prepare and present engineering reports, technical recommendations, and project briefings to Government and program leadership.
  • Active Secret Clearance


Desired

  • Bachelor's degree in civil engineering from an ABET-accredited institution.
  • Professional Engineer (PE) license is highly desirable.
  • Engineer in Training (EIT) certification is desirable for candidates pursuing professional licensure.
  • Experience supporting overseas construction, contingency engineering, military installations, or expeditionary infrastructure projects.
  • Experience utilizing AutoCAD Civil 3D, Autodesk Revit, Bentley MicroStation, ArcGIS, Microsoft Project, Primavera P6, Bluebeam Revu, and Microsoft 365 applications.
  • Knowledge of Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), International Building Code (IBC), National Fire Protection Association (NFPA) standards, and applicable environmental regulations.
  • Project Management Professional (PMP), Construction Quality Management (CQM), Certified Construction Manager (CCM), or similar engineering and construction certifications are preferred.
  • Experience supporting infrastructure development and sustainment across the Indo-Pacific or other Combatant Command environments is highly desirable.
