Interested in helping deliver infrastructure projects that directly impact Oakland County communities? The Water Resources Commissioner's Office is seeking a detail-oriented professional to support the planning, review, and construction of critical drinking water, wastewater and stormwater infrastructure projects. This role offers the opportunity to work alongside engineers, consultants, contractors, and regulatory agencies while contributing to the successful delivery of water and wastewater improvement projects. If you enjoy reviewing technical documents, evaluating project compliance, and supporting construction activities from design through completion, this may be the role for you.

What You'll Do
• Develop request for proposals (RFPs) to solicit engineering consulting firms for specific design services. Evaluate proposals and prepare contract documents for execution.
• Review consultant-prepared design drawings to verify project design criteria are met.
• Review technical specifications for engineering and construction projects.
• Evaluate engineering plans for compliance with regulatory requirements and applicable standards.
• Assist with the review and submission of permits, plans, and supporting project documentation.
• Participate in the evaluation of contract bids and contractor proposals. Finalize contract documents for execution.
• Assist higher-level engineers with feasibility studies and project evaluations.
• Support the management and coordination of large-scale construction projects.
• Review construction inspection reports and project documentation.
• Prepare and recommend contractor payment estimates based on construction progress and inspection data.
• Navigate project issues with the project team. develop recommendations for mitigation and issue contract change documents (engineering work orders, work directives, change orders, field orders, etc.) as needed.
• Review contractor claims with the engineer and develop responses.
• Coordinate with consultants, contractors, engineers, community contacts, residents and other project stakeholders throughout the project lifecycle.
• Present project updates, contracts and contract changes to the appropriate Drainage District Board for approval as necessary.
• Utilize Countywide and department-specific software to support project management, documentation, and reporting activities.

Minimum Qualifications

REQUIRED MINIMUM QUALIFICATIONS
  • Possess a Bachelor's degree from an accredited college or university with a major in Civil Engineering or closely related engineering field of study.
  • Have passed Part I of the Professional Engineer's Examination.
  • Have had two (2) years of full-time engineering or closely related work experience.
  • Possess a valid United States motor vehicle operator's or chauffeur's license. Out of Country driver's license holders will be required to obtain the appropriate valid State of Michigan driver's license before the hire date.
  • Pass the complete examination, including the employment medical, established for this classification.
  • Successfully complete the six month probationary period.

NOTE: A Master's degree in Civil Engineering or related field from an accredited college, university may be substituted for one (1) year of the experience requirement above.

NOTE: Applicants possessing transcripts from a college or university outside of the United States will be required to provide documentation of degree equivalency from a member of the National Association of Credential Evaluation Services (http://naces.org/members.html). The degree evaluation will be required for application processing.

NOTE: As per Misc. Resolution #99334, a bonus will be paid to employees who are registered as a Professional Engineer or a Professional Land Surveyor in the State of Michigan. Employees are not eligible to receive additional compensation for both registrations.
