Major FunctionsThe County of Volusia is seeking a Civil Engineer I in the Engineering and Construction Division. This position is located in DeLand, Florida; and will review design plans for applications through the Land Development Division and Use Permitting as well as other engineering responsibilities as assigned by their supervisor.
**Expected hiring range based on qualifications and experience: $62,068 - $114,806**
Illustrative Duties(

- Acts as Engineer-in-Training under professional direction.
- Assists supervising engineers in reviews of plans and reports prepared by registered engineers.
- May be assigned as engineer to a special complex project or on routine design assignments.
- Performs design work on projects as assigned.
- Assists in supervision of construction and inspection of complicated highway, structural, drainage, water supply, and sanitary sewerage projects.
- Performs on-site inspections of projects.
- Assists in the planning and supervision of, operation and maintenance of, major Public Works facilities, including highways, bridges, water supply, sanitary sewerage, and drainage facilities.
- Coordinates work with other divisions, contractors, inspectors, etc.
- Prepares solicitation documents.
- Reviews and negotiates consultant contracts.
- Reports on project status.
- Performs specialized civil engineering functions and duties within the division.
- Performs related work as required.
- May be assigned to other county locations based upon operational needs.
- Attends work on a regular and consistent basis.
- Must adhere to Federal, State, County and Local ordinances.
- Responds to emergency situations.
- Performs other duties as assigned.
Minimum RequirementsGraduation from high school or possession of GED and four (4) years of experience in civil engineering with an emphasis on public works projects.
OR
Bachelor's degree in Civil Engineering.
A comparable amount of education, training, or experience may be substituted for the minimum experience.
Must possess and maintain a valid drivers' license at time of hire.
Must possess a valid Florida driver's license within 30 days of hire and maintain thereafter.
Knowledge, Skills & Abilities- Knowledge of mathematics through trigonometry and its application to engineering computation.
- Knowledge of the principles and practices of civil engineering.
- Knowledge of modern development, current literature, and sources of information regarding public works design, construction, operation, and maintenance.
- Ability to coordinate and review the work of technical and clerical assistants.
- Ability to perform engineering and inspection work on roadway, stormwater, structural, water supply and sanitary sewerage projects.
- Ability to express ideas clearly and concisely, orally and in writing to groups and individuals.
- Ability to respond to emergency situations.
- Ability to communicate effectively both orally and in writing.
- Ability to establish and maintain effective working relationships.
- Ability to work under stressful conditions.
- Ability to interact effectively with others.
- Must be able to relocate to other county locations based upon operational needs.

Ability to write business letters, evaluations, and summaries. Ability to speak clearly and concisely relating information, details and procedures to layman; conversant in theory and practices of discipline. Ability to perform advanced mathematical functions (geometry, trigonometry.) Ability to identify and resolve problems. Ability to analyze data and develop conclusions.
Physical Demands: Sedentary work. Ability to see, talk, grasp; finger dexterity. Limited requirement to traverse construction sites. Visual acuity (depth perception, peripheral vision) necessary to operate motorized vehicles. Ability to lift 15 pounds.
Environmental Demands: Inside work. Limited exposure to construction sites with dust, fumes, chemicals, inclement weather (heat, humidity, cold, rain.)
