General Statement of Duties
The City Hall Operations Manager plays a central role in ensuring the smooth, safe, and customer-focused operation of City Hall. This position oversees reception and security services, manages building maintenance coordination, and leads safety and emergency preparedness efforts. Serving as a key liaison between facilities, contractors, staff, and leadership, the coordinator facilitates team meetings, develops operational policies, and provides responsive support to employees and community members. With strong communication and supervisory skills, the coordinator is responsible for daily problem-solving, de-escalation, training, and managing internal resources such as conference room usage and City Hub information. This role requires leadership, adaptability, and a commitment to excellent public service.

Work Location: 500 East 4th Avenue, Eugene, Oregon
Schedule: Monday - Friday, 8:00 a.m. - 5:00 p.m. with flexibility per business need to occasionally work outside of normal working hours and responding to after-hours emergencies.

Examples of Duties Performed - Duties may include but are not limited to the following

  • Hire, supervise and coordinate reception/greeter for City Hall.
  • Contract Manager and on-site supervisor for Security Guard Services contract. Responsible for hiring and monitoring work performance.
  • Greeter, Security, and Custodial work direction, problem solving developing Standard Operating Procedures (SOPs), team building, and developing training materials.
  • Evaluate and develop building operations business practices, policies and procedures.
  • Responsible for development, management and monitoring City Hall Operations budget.
  • Responsible for coordination with facilities staff and on-site contractors for projects, daily maintenance, and processing of work orders for all city hall service requests.
  • Address maintenance and operations questions, concerns, and requests; submit work orders, coordinate prox card access to facility.
  • Produce regular status reports for projects and communicate updates to building occupants.
  • Coordinate, facilitate, and support City Hall Operations Team meetings. Work with team to review and develop building policies, building safety, and planning events.
  • Convene City Hall Policy Team as needed to review and approve building policies, budget and security as needed.
  • Represent all City Hall department services as a member of the Facilities Board and Safety Committee.
  • Respond to urgent building issues and coordinate with facilities, public safety services, and emergency management as needed.
  • Operate vehicle to respond to after hour emergencies.
  • Knowledge of emergency procedures and ability to lead events (evacuation, lockdown, active threat, etc.)
  • Develop and coordinate training for all building occupants.
  • Management and/or coordination of space usage for special meetings, events, interviews, etc.
  • Coordinate the activities of staff, consultants, contractors and other outside agencies.
  • Work independently with minimal supervision.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain cooperative working relationships with those contacted in the course of work.
  • Responsible for managing City Hub pages for City Hall (conference rooms, parking, info about City Hall, etc.)
  • Ability to utilize de-escalation techniques and provide or coordinate training for staff.

Minimum Qualifications
Experience:
Three years of professional experience in building operations, facility management, public administration, or a related field, including at least one year in a supervisory role. Experience in a public sector or customer service-focused environment is preferred.

Education:
Bachelor's degree from an accredited college or university with coursework in public administration, business administration, facilities management, or a related field.
Background
Must pass a background check.
License
Valid Oregon driver's license (or the ability to obtain by date of hire); must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).
Certifications
DPSST Certifications and trainings related to facility and building maintenance are preferred.

Supplemental Information
Working Conditions

Work is performed both indoors and outdoors. Regular focus on a computer screen and daily use of finger and hand movement. Sufficient personal mobility and physical reflexes which enables the employee to function within a general office environment. Position requires frequent sitting, walking, bending, twisting, carrying, and on seldom occasion lifting up to 25 lbs. There may be exposure to dust, noise, slippery surfaces, toxic/caustic chemicals, and biological waste hazards. It requires use of computer, radio, telephone, and general office equipment. Work occasionally requires irregular and flexible hours with attendance at meetings and activities outside of normal working hours. Work requires wearing safety equipment as mandated.
Bilingual Pay Benefit
This benefit compensates non-represented employees up to 5% of their base salary. To qualify for bilingual pay, the employee must demonstrate fluency in an eligible language and pass a language proficiency test that is administrated by the City's Employee Resource Center division.
Non-Represented Retirement Program
Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees' Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%. From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296.
