How You'll Contribute
As the Circulation Services & Communications Coordinator, you'll provide leadership that keeps library circulation services running smoothly while continually improving how services are delivered to the public. You'll guide and support staff, manage daily operations, and help ensure policies, schedules, and procedures are effective and responsive to community needs. You'll also lead the library's communications efforts-shaping messaging through social media, newsletters, promotional materials, and other outreach-to strengthen community engagement and maintain a consistent library brand. As part of the administrative management team, your judgment, initiative, and collaboration will directly support efficient operations, positive patron experiences, and the overall success of the Library.
Essential Duties

  • Manage, administer, and evaluate all circulation services to support library policies, goals, and objectives
  • Lead, supervise, and evaluate staff, including hiring, training, scheduling, discipline, and performance management
  • Serve as the Library's authority on circulation and interlibrary loan services, recommending improvements and new service models
  • Develop and implement procedures to enhance customer service, workflow efficiency, and operational effectiveness
  • Create and manage complex public service desk schedules to ensure adequate coverage
  • Resolve circulation-related issues with patrons, including fines, overdues, and material concerns
  • Coordinate and oversee outgoing library communications, including social media, newsletters, press releases, website content, and promotional materials
  • Maintain consistent library branding across all communications and promotional efforts
  • Develop and administer assigned budgets and contribute to overall library financial planning
  • Write grants, policies, procedures, and operational reports
  • Oversee Moline Compass Program for secondary identification issuance
  • Act as lead contact for meeting room use, including coordination, setup, and presentation standards
  • Ensure compliance with Library Board policies and all applicable city, state, and federal regulations
  • Serve as a member of the administrative management team and assume responsibility for library operations in the absence of the Library Director
  • Serve as the primary contact for building issues and provide on-call support for building security
  • Other duties as assigned

Qualifications

Knowledge, Skills, and Abilities
  • Extensive knowledge of library circulation operations, including interlibrary loan, fines, overdues, reserves, and related technologies
  • Knowledge of library administration principles, public service practices, and applicable city, state, and federal regulations
  • Strong supervisory and management skills, including staff training, performance evaluation, scheduling, and labor relations
  • Ability to plan, develop, and implement policies, procedures, and service improvements using sound judgment and problem-solving skills
  • Advanced written and verbal communication skills, including the ability to produce clear reports, grants, policies, and public-facing content
  • Skill in coordinating and managing communications efforts, including social media, newsletters, promotional materials, and brand consistency
  • Proficiency with Microsoft 365 applications and other technology used in library and administrative environments
  • Ability to build effective working relationships, handle sensitive situations with discretion, and maintain confidentiality
Education & Experience
  • Master's degree in Library Science from an accredited college or university and a minimum of two (2) years of progressively responsible library experience, including management or supervisory responsibilities; or
  • Bachelor's degree (or equivalent) from an accredited college or university and a minimum of four (4) years of progressively responsible library experience, including management or supervisory responsibilities; or
  • Any equivalent combination of education, training, and experience that provides the knowledge, skills, and abilities required to successfully perform the essential functions of the position
Licenses and Certifications
  • Valid Illinois driver's license or equivalent

Medical, Dental & Vision Insurance
Eligibility for insurance begins the first of the month following a 30-day waiting period for new employees. The City and the Employees share in the cost of the plans. Medical, dental, and vision plans available to employees, retirees, and other eligible dependents include:
  • A self-funded, comprehensive dental plan
  • A self-funded vision plan
  • A self-funded medical plan (including prescription drug coverage)
Pension
American Federation of State, County and Municipal Employees (AFSCME), non-union, and United Auto Workers (UAW) employees participate in the Illinois Municipal Retirement Fund (IMRF). Retirement benefits are based on years of service and wages earned. Employees contribute 4.5% of earnings to the pension.

Paid Time Off
At the City of Moline, we know that recharging away from work is just as important as the work you do every day. That is why we offer a generous leave package to all full-time, non-probationary employees. The amount of paid time off is dependent upon the employee's position and years of service. Paid time off includes vacation, sick leave, holidays, and personal days.

Paid Parental Leave
The City of Moline recognizes the importance of family and offers up to three (3) weeks of fully paid parental leave following the birth of a child or the placement of a child through adoption or foster care. This benefit allows employees time to bond with and care for their new family member while maintaining their regular pay. Specific eligibility and provisions may vary by employee group and are outlined in the applicable collective bargaining agreement or non-union employee handbook.

Deferred Compensation (457) & Voluntary Retirement Savings
The City of Moline offers voluntary retirement savings programs to help employees build additional financial security beyond their pension benefits. Through the Nationwide 457 Deferred Compensation Plan, employees may contribute a flat dollar amount or a percentage of their pay each pay period. Contributions may be made on either a pre-tax basis (taxed when withdrawn) or a Roth after-tax basis (withdrawn tax-free in retirement if qualified). Unlike many other retirement accounts, 457 plans do not carry a 10% early withdrawal penalty for distributions taken before age 59½.

Employees participating in the IMRF pension system may also elect to make Voluntary Additional Contributions (VAC) of up to 10% of earnings on an after-tax basis. These contributions earn a guaranteed interest rate through IMRF and may be taken as a lump sum or converted into an additional monthly annuity at retirement.

Flexible Spending Plan
Through the flex plan, using pretax dollars, employees can pay their portion of their health insurance premiums and qualified medical, dental, vision, and day care expenses. Employees are eligible to participate in the plan on the first of the month following a 30-day waiting period.

Employee Assistant Program (EAP)
The City of Moline provides a free and confidential Employee Assistance Program (EAP) through Employee & Family Resources for employees and their household family members. The program offers up to six counseling or life coaching sessions per year, along with financial and legal consultations, child and elder care resources, identity theft support, and access to an anonymous online peer support community.

Life Insurance
The City of Moline offers voluntary life insurance options to help employees provide financial protection for their families. Employees participating in the IMRF pension may enroll in a Group Decreasing Term Life Insurance plan through NCPERS, which includes Accidental Death & Dismemberment (AD&D) coverage and optional coverage for spouses/domestic partners and eligible dependent children. Employees may also elect Supplemental Term Life Insurance through MetLife, with coverage available up to five times an employee's annual salary (guaranteed issue up to $100,000). Premiums are payroll-deducted, and coverage may be continued if employment with the City ends.
