Under limited supervision, the Project Manager must carefully plan and organize efforts to accomplish endeavors to achieve a particular goal. The projects include large complex developments, redevelopments, capital improvements of urban design streetscape, parks, buildings/facilities, and related infrastructures. This position requires skillful development of a project plan, defining project goals and objectives, specifying tasks, how goals will be achieved, and what resources are needed.
Essential Duties & Required Qualifications - Manages all phases of City construction and renovation projects.
- Assesses progress and compliance with codes, plans and specifications, developing solutions for challenges, and coordinating with contractors to implement plans.
- Prepares and presents projects to City Council and various boards and commissions and provides periodic updates and progress to City Council.
- Assist in the development and updating of City Standard construction specifications and guidelines.
- Reviews submittals of projects and prepares close-out documents.
- Oversees and develops cost estimates for project budgets.
- Assists with the preparation of the City's long-range Capital Improvement Project (CIP) budget, tracking projects' expenses and preparing monthly expense and progress reports.
- Processes pay applications for projects.
- Assists with managing the project budget within the department, and supports other departments.
- Plans each project by reviewing the scope of the project and its needs with city management and applicable departments.
- Prepares project scope of work presentations for architects and/or engineers or for use in document preparation to ensure the scope of work for the project is accurate.
- Creates construction and renovation documents, specifications packages and plans with architects, engineers and consultants.
- Works with department heads, City manager, City council, general public, architects, engineers, land planners in project scoping sessions, design charrettes, public meetings in order to define, refine and develop project concepts and scopes.
- Assists and helps coordinate with the Contracts Manager with managing the bidding process with contractors, evaluating bids and designs, and preparing project awards for contractors.
- Ensures project compliance with local, state, and federal regulations and mandates, enforcing of appropriate safety and security precautions.
- Attends meetings regularly with City management and applicable departments to discuss special project needs, prepare a scope of projects and appropriate documents, coordinating activities to implement projects and monitor the progress of each project.
- Visit active construction job sites to attend meetings, monitor progress for contract compliance, or for other project management reasons.
- Conduct or attend meetings outside of an office environment with exposure to the natural elements, wildlife, or inclement weather.
- Respond to customer and citizen inquiries.
- During periods of diminished project management duties, task may include: management of transportation and public works projects.
- Performs other related duties as assigned.

Required Education and/or Experience:- A Bachelor's Degree from an accredited university in Construction Management, Architecture, Engineering or related field
- A minimum of four (4) years of progressively responsible experience in management of building, facility, streetscape, parks and roadway construction projects, construction inspections, and/or maintenance of building projects
Certificates, Licenses, Registrations:- Valid Texas Driver's License
- Acceptable driving record in accordance with the City of Leander policy
Preferred Education, Experience, and Certifications:- Project Management Professional (PMP)
- Professional Engineer (PE)
- AIA Certification
- A minimum of eight (8) years of progressively responsible experience in management of building, facility, streetscape, parks and roadway construction projects, construction inspections, and/or maintenance of building projects

Completes projects on time and within budget.
- Public Planning - General knowledge of functions, principles, methods, and techniques of public planning including those related to community planning, outdoor recreation planning, and natural resource management such as demand forecasting, environmental impact analysis, financial forecasting, and land use planning and zoning.
