MassHealth is the Commonwealth's Medicaid and Children's Health Insurance Program (CHIP), providing health care coverage to nearly two million Massachusetts residents and managing more than $20 billion in annual expenditures. As the Chief of Provider, Family, and Safety Net Programs, you will lead a diverse portfolio of programs that strengthen access to care, support providers across the Commonwealth, oversee critical safety net initiatives, and advance policies that improve health outcomes for children, families, and justice-involved individuals. This executive leadership role offers the opportunity to shape programs that have a direct impact on residents, health care providers, and communities, while collaborating with senior leaders across state government to advance MassHealth's mission.

The selected candidate will provide strategic leadership for complex operational, policy, and programmatic initiatives while guiding multidisciplinary teams responsible for provider programs, provider enrollment and claims operations, family-focused initiatives, and safety net services. This position offers the opportunity to influence statewide health care policy, strengthen partnerships with providers and stakeholders, lead large-scale operational improvements, and develop innovative solutions to emerging challenges. Duties and Responsibilities: (These duties are a general summary and not all-inclusive)
• Provide executive leadership for provider, family, safety net, and reentry programs that support MassHealth's strategic priorities and mission.
• Develop and implement long-term strategies that align program operations with agency goals, priorities, and legislative requirements.
• Manage coverage, payment, operational, and policy initiatives affecting a broad range of health care providers and statewide programs.
• Oversee provider enrollment, revalidation, claims operations, and major vendor contracts to ensure efficient and effective program administration.
• Lead the management and continuous improvement of the Health Safety Net, Children's Medical Security Program, MassHealth Limited, and other key coverage initiatives.
• Guide policy development and implementation related to children, youth, families, perinatal health, LGBTQ populations, and justice-involved members.
• Collaborate with executive leadership and cross-functional teams to coordinate complex initiatives, resolve operational challenges, and improve program performance.
• Build and maintain productive relationships with health care providers, advocacy organizations, legislators, executive agencies, and other external stakeholders.
• Evaluate program performance, identify opportunities for operational and business process improvements, and implement effective solutions.
• Provide strategic guidance on policy, regulatory, legislative, and organizational issues while preparing recommendations for executive leadership.
• Recruit, mentor, develop, and lead a high-performing management team while fostering collaboration, accountability, and continuous professional growth.
• Respond to complex provider, stakeholder, and organizational issues by making informed decisions that support high-quality service delivery and organizational objectives.

Preferred Qualifications:
• Demonstrated experience leading large-scale Medicaid, health care, or public health programs within a complex organization.
• Strong understanding of Medicaid policy, including Title XIX, Title XXI, and health care financing principles.
• Proven ability to lead multidisciplinary teams through organizational change while promoting collaboration and accountability.
• Knowledge of provider reimbursement, coverage policy, provider enrollment, and claims administration processes.
• Experience with strategic planning, program evaluation, and implementation of complex operational initiatives.
• Skilled in building productive partnerships with executive leadership, government agencies, health care providers, advocacy organizations, and community stakeholders.
• Demonstrated capacity to analyze complex policy and operational issues and develop practical, data-informed solutions.
• Familiarity with contract oversight, vendor management, procurement processes, and performance monitoring.
• Excellent written and verbal communication skills, with the ability to present complex information to executive leaders, legislators, and external audiences.
• Ability to balance multiple high-priority initiatives while exercising sound judgment in a fast-paced executive leadership environment.
• Proficiency with Microsoft Office Suite, particularly Word, Excel, Outlook, SharePoint and Teams.

Qualifications:
MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least four (4) years must have been in a managerial capacity.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
