Job Goal: Provide executive leadership for Region 4's human capital, educator development, workforce strategy, and organizational culture in alignment with the Region 4 Advancement Engine. Lead Human Resources operations; oversee Board policy administration and Public Information Act requests; and ensure organizational practices support legal compliance, operational effectiveness, employee engagement, and institutional accountability.
Provide strategic oversight for educator preparation and certification programs for teachers, counselors, principals, and superintendents, as well as TEA strategic initiatives, including the Teacher Incentive Allotment, Texas Strategic Staffing, and the Teacher Mentor Program. Develop and implement workforce strategies that strengthen Region 4's internal talent pipeline, expand educator capacity throughout the region, and cultivate a high-performing, service-oriented culture committed to advancing educational outcomes.
Qualifications: Education - Master's degree from an accredited college or university in education or related field
- Mid-management/Principal and/or Superintendent Certification
- Terminal Degree (Ed.D., Ph.D., or J.D.) preferred
Experience - Ten to fifteen years of progressively responsible leadership experience in education, human resources, educator development, or organizational administration, including at least five years in a senior executive or cabinet-level role.
- Demonstrated experience leading comprehensive human resources functions, including talent acquisition, employee relations, performance management, compensation, workforce planning, leadership development, and employee retention.
- Experience interpreting, implementing, and monitoring Board policies, administrative regulations, employment requirements, and applicable state and federal laws.
- Experience coordinating Public Information Act requests, records management, and organizational compliance in partnership with legal counsel and appropriate departments.
- Demonstrated experience overseeing educator preparation, development, and certification programs, including programs for teachers, counselors, principals, and superintendents.
- Experience providing executive oversight of TEA strategic initiatives, grants, or statewide programs, preferably including the Teacher Incentive Allotment, Texas Strategic Staffing, and teacher mentoring initiatives.
- Experience designing and implementing workforce-development systems that strengthen talent pipelines, employee capacity, succession planning, and organizational advancement.
- Demonstrated success developing systems and structures that promote employee growth, leadership development, accountability, cross-functional collaboration, and continuous organizational improvement.
- Experience shaping and sustaining a high-performing organizational culture grounded in employee engagement, service, trust, inclusion, accountability, and alignment with organizational priorities.
- Experience managing grants, budgets, contracts, performance measures, compliance requirements, and reporting associated with educator-development or workforce initiatives.
- Experience leading organizational change and aligning people, processes, policies, and resources with a strategic framework such as the Region 4 Advancement Engine.
- Experience developing and facilitating professional learning for diverse audiences, including employees, teachers, school leaders, executive leadership teams, superintendents, and governing boards.
Preferred Experience Preferred Qualifications - K-12 administrative or senior-level executive leadership experience in human resources, school or district leadership, educator development, organizational strategy, performance management, or special initiatives.
- Demonstrated experience developing and implementing strategies that strengthen employee performance, evaluation systems, engagement, retention, leadership development, and organizational culture.
- Knowledge of effective Board-Superintendent governance practices, including Team of Eight principles, Board policy development, and governing-board operating frameworks.
- In-depth knowledge of Texas educator preparation and certification requirements, State Board for Educator Certification rules and standards, accountability requirements, and certification pathways for teachers, counselors, principals, and superintendents.
- Experience providing strategic oversight for TEA initiatives, preferably including the Teacher Incentive Allotment, Texas Strategic Staffing, teacher mentoring programs, or related workforce-development initiatives.
- Documented experience developing and leading systemic, organization-wide or district-wide supports that improve employee effectiveness, organizational alignment, operational performance, and student outcomes.
- Expertise in designing and implementing talent-pipeline, workforce-development, succession-planning, recruitment, and retention strategies.
- Experience writing, interpreting, implementing, and presenting administrative regulations, operating procedures, and Board policies.
- Knowledge of the Texas Public Information Act, records-management requirements, and processes for coordinating timely, accurate, and legally compliant responses to public information requests.
- Experience leading organizational change and aligning people, policies, systems, and resources with strategic priorities such as the Region 4 Advancement Engine.

- Experience serving as a strategic advisor/partner and counsel to the Senior Leadership. Team and Cabinet.
- Experience creating and maintaining cross-departmental relationships.
Major Responsibilities:
- Oversee large, cross-functional, center-wide projects or initiatives by bringing together diverse stakeholders to help drive decisions.
- Development of frameworks and structures that help identify and set strategic priorities with corresponding metrics or success criteria.
- Function as a strategic advisor to the Executive Director and serve other departments by being a resource regarding key organizational and management issues.
- Direct the development of a comprehensive strategic, recruiting and retention plan that supports the vision, mission, and core purpose of Region 4.
- Develop and implement regional services and initiatives that support customers and generate revenue.
- Direct the administration of the center's compensation program, including job descriptions, salary surveys, and position management.
- Provide overall leadership and guidance to all human capital functions, including, but not limited to employee performance evaluation, rewards, incentives, recognition, retention, succession planning, investigations, grievances, and anti-discrimination enforcement.
- Implement and monitor compliance, protocols, and revise policies and procedures as needed.
- Ensure implementation of processes and procedures to ensure employees receive timely information on personnel policies, procedures, and programs, including the employee handbook.
- Provide status updates and annual reports of results accomplished by the department through monthly KPI and EOY data analysis.
- Represent Region 4 with the State Board of Educator Certification and Texas Education Agency as requested.
Supervision/Personnel Management - Supervises and evaluates staff as assigned. Lead management in the development, deployment and ongoing management of key Region 4 initiatives covering multiple major disciplines with direct accountability for results in terms of effectiveness, costs, methods, and employees.
- Establishes operational objectives and assignments for multiple disciplines/functional areas and departments. Evaluates recommendations of others, deciding on course of action in ambiguous situations, and oversees the deployment of innovative and entrepreneurial solutions that yield positive results.
- Collaborates with Cabinet and other senior leadership to develop strategies and broad departmental objectives; establish methods, techniques and evaluation criteria for projects, programs, and people in the achievement of strategic goals and objectives.
