Description

The Interim Chief of Digital Transformation provides enterprise leadership for Harbor Care's digital strategy and transformation agenda. The position is responsible for accelerating responsible adoption of artificial intelligence; modernizing and integrating core clinical and business applications, including the EMR/EHR, HRIS, and financial/ERP systems; strengthening data, interoperability, cybersecurity, and digital infrastructure; and using technology to improve access, integration, efficiency, financial sustainability, and the experience of clients and staff.

As a member of the Executive Leadership Team (ELT), this executive shares responsibility for the performance and long-term sustainability of Harbor Care as a whole. The position is expected to operate as an enterprise leader first and functional expert second, working collaboratively with other ELT members to evaluate opportunities, surface risks, challenge assumptions, solve organization-wide problems, and translate collective decisions into action. The role models Harbor Care's values and Philosophy of Care. This position supervises the Associate Director of Information Systems and the Associate Director of Information Technology.

What You'll Do

Enterprise Leadership and ELT Collaboration

  • Enterprise Leadership: Serve as an active member of the ELT and share responsibility for Harbor Care's strategy, organizational performance, financial sustainability, risk management, culture, and mission outcomes.
  • Enterprise Perspective: Evaluate issues beyond the interests of Information Technology and consider implications for clients, workforce, operations, finances, compliance, reputation, and organizational capacity.
  • Risk and Opportunity Escalation: Surface significant technology, cybersecurity, data, implementation, financial, or organizational risks and opportunities early.


Digital Transformation Leadership

  • Enterprise Digital Strategy: Develop and execute a multi-year digital transformation roadmap aligned with Harbor Care's strategic priorities, service-delivery needs, financial sustainability goals, and relevant external transformation opportunities.
  • AI Strategy and Responsible Adoption: Lead an enterprise approach to artificial intelligence and automation, including use-case prioritization, governance, privacy and security controls, vendor evaluation, workflow redesign, adoption, and measurement of clinical, operational, administrative, and financial value.
  • Core Application Modernization: Lead assessment, selection, upgrade, implementation, integration, and optimization of major platforms, including the EMR/EHR, HRIS, financial/ERP systems, and other clinical and administrative applications.
  • Clinical and Operational Integration: Partner with Operations and clinical leaders to ensure technology strengthens team-based care, telehealth, care coordination, referrals, scheduling, documentation, revenue cycle, quality, client access, and transitions between Harbor Care programs.
  • Data, Analytics, and Interoperability: Establish an enterprise approach to data governance, interoperability, reporting, and analytics that gives leaders timely, reliable information on organizational performance, finances, workforce, quality, utilization, client outcomes, grants, and risk.
  • Cybersecurity and Technology Risk: Ensure appropriate cybersecurity, privacy, identity and access management, infrastructure, business continuity, disaster recovery, and technology-risk practices, and bring material risks to the ELT promptly.
  • Digital Governance and Investment Management: Establish governance for technology investment, prioritization, architecture, vendor selection, implementation, and performance. Develop business cases addressing total cost, staffing, implementation risk, anticipated return, sustainability, and competing organizational priorities.
  • Change Management and Adoption: Partner with Operations, Human Resources, Strategy, and other leaders on communication, training, workflow redesign, stakeholder engagement, adoption, and reinforcement so technology investments translate into measurable performance improvement.
  • Leadership Development and Organizational Capacity: Coach and develop Harbor Care's technology leaders, including the Associate Directors, through clear portfolio ownership, delegation, mentoring, feedback, executive exposure, and development plans. Reduce single points of failure by documenting processes, distributing knowledge, and strengthening cross-coverage.
  • Financial Stewardship and Value Realization: Collaborate with the CFO and other ELT members to evaluate digital investments based on cost, risk, productivity, revenue support, workforce impact, sustainability, and measurable return on investment.
  • Vendor and Partner Management: Manage strategic technology vendors and external partners, establish accountability and performance expectations, negotiate for value, and represent Harbor Care in appropriate technology-related collaborations, establish data sharing agreements with key partners.
  • Interim Transition Deliverables: By the conclusion of the engagement, deliver a prioritized multi-year digital roadmap; digital governance model; responsible AI framework; modernization plans for major applications; enterprise data and interoperability strategy; stronger technology-risk practices; documented roles, SOPs, and escalation pathways; leadership readiness assessments; and a recommended long-term digital leadership structure.

Requirements

What We Are Looking For

Qualifications and Experience

Experience:
  • Minimum of 10 years of progressively responsible experience in information technology, digital transformation, health information technology, enterprise applications, or a related field, including at least 5 years in a senior leadership role.
  • Demonstrated experience leading major enterprise-system implementations or modernization efforts involving areas such as EMR/EHR, HRIS, financial/ERP systems, AI, automation, data integration, cybersecurity, and complex organizational change.
  • Healthcare, FQHC, behavioral health, nonprofit, or human services experience strongly preferred.
  • Demonstrated ability to operate successfully as part of a senior executive team and influence outcomes across functions where direct reporting authority does not exist.


Education:
  • Bachelor's degree in information technology, computer science, health informatics, business, healthcare administration, or a related field, or an equivalent combination of education and relevant executive-level experience.
  • Master's degree in information systems, health informatics, business administration, healthcare administration, organizational leadership, or a related field preferred.


Certifications/Licensure:
  • No specific certification required.
  • Relevant credentials such as CHCIO, CPHIMS, PMP, CISSP, or comparable technology, project-management, cybersecurity, or health-informatics certifications are preferred.
