LOCATION OF POSITION MDH Behavioral Health Administration, Catonsville MD
Main Purpose of Job The Chief Medical Officer of the Behavioral Health Administration provides clinical oversight of state-wide behavioral health services as well as thought leadership and partnership within the Behavioral Health Administration and across the Maryland Department of Health. Additional responsibilities include:
• Collaborates with other relevant service agencies in developing an integrated, equitable,coherent, person-centered service delivery system
• Provides specialized clinical, programmatic, and consultative resources to the Behavioral Health Administration; agencies of local jurisdictions; and counties
• Reviews certain standards of care, utilization review and concurrent treatment authorization for publicly funded behavioral health services
• Directs clinical oversight of the Behavioral Health Administrative Services Organization in partnership with Maryland Medicaid, including oversight of medical necessity criteria audits and review of clinical deliverables and standards
• Develops, with the assistance of the Deputy Secretary and Directors within BHA, newtreatment models for behavioral health services, system plans, clinical information systems, clinical procedures, and tracking mechanisms for Administrations
• Provides consultation across MDH and participates in public health policy discussions and planning
• Identifies strategic opportunities for service provision and implementation of models of evidence-based care
• Partners on the construct of metrics for accountability, performance, quality andoutcomes
This is a management service position directly responsible to the Deputy Secretary of the Behavioral Health Administration and the incumbent represents the Administration in the absence of the Deputy Secretary.
MINIMUM QUALIFICATIONS Qualified candidates must possess a current a Maryland medical license, and board certification in Psychiatry by the American Medical Association Specialty Board or other Board approved by the Maryland Board of Physicians. Candidates must also possess at least five years of experience providing direct clinical services in public behavioral health settings, with preference for experience providing services in Maryland and to forensically involved individuals, and/or individuals with serious and persistent mental illness.
DESIRED OR PREFERRED QUALIFICATIONS Desired candidate should possess the following:
- Experience in an administrative or management role, with preference for state/federal government experience
- Experience in Medicaid managed care, including clinical oversight, development of clinical guidelines, patient safety and quality initiatives, utilization management, and auditing functions
- Be board-certified in Forensic Psychiatry by the American Board of Psychiatry and Neurology
LICENSES, REGISTRATIONS AND CERTIFICATIONS 1. Applicants must be licensed by the Maryland Board of Physicians to practice medicine under Maryland State Law.
2. Applicants must be board certified in Psychiatry by the American Board of Medical Specialties or other Board approved by the Maryland Board of Physicians.
