Summary

The purpose of this position to exercise second level supervisory and managerial authorities over the Marketing Directorate at a major command (MAJCOM) as the Chief, Marketing Director with responsibility for directing all marketing activities under the Total Force (TF) Recruiting Charter for United States Air Force (USAF) components.

Duties

Help

Plan, organize and oversee the activities of all marketing and advertising efforts across the Air Force and Space Force enterprise.

Formulate marketing plans, policies, procedures and work plans dealing with the development and operation of command-wide recruiting marketing functions, investments and activities.

Select candidates for supervisory positions as well as subordinate non-supervisory positions and recommend selections for subordinate supervisory positions taking into consideration skills and qualifications and mission requirements.

Represent Air Force Marketing to a variety of functional area organizations to establish, develop and maintain effective working relationships with the Office of the Secretary of Defense, DoD Agencies, Secretary of the Air Force (SAF), Headquarters Air Force, Headquarters Space Force, Joint Military Recruiting Commands, Air Force Personnel Center, Major Commands, installations, wing/host units and field organizations and their customers.

Provide marketing expertise, authority and acquisition management support and oversight of all aspects of United States Air Force (USAF) and United States Space Force (USSF) marketing programs.

  • This position is centrally managed by the Force Support Career Field team. Travel and relocation expenses will be paid.

  • Must be able to obtain and maintain a secret security clearance.
  • This position is subject to provisions of the DoD Priority Placement Program
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings or functions away from the duty/office location. Travel may include overnight stays.

  • Direct Deposit: All federal employees are required to have direct deposit.
  • 120-Day Register: This announcement may result in a 120-day register that may be used to fill like vacancies for 120 days after the closing date. Applicants may be referred for consideration as vacancies occur.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Group Standard for Administrative & Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-14 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position being filled. Specialized experience is experience which may have included assisting in planning, organizing and directing all marketing and advertising activities and overseeing the brand and recruiting initiatives, formulating the policies, procedures, and work plans necessary to drive marketing investments.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of qualitative and quantitative techniques to apply engineering principles, concepts and methodologies and financial management directives, concepts, procedures, guidance and policy.

2. Knowledge of mission, roles, functions organizational structures and recruiting operation to provide staff guidance and/or conduct studies to determine manning and skill levels of staff organizations at subordinate organizations.

3. Knowledge of resource management principles and techniques as they relate to military and civilian personnel sourcing, facilities and vehicle fleet oversight, antiterrorism/force protection, programmatic funding, strategy development, contracting out and in sourcing and allocation studies.

4. Ability to plan, organize and direct the functions and supervise, mentor, monitor, motivate and appraise the staff of an organization through subordinate supervisors.

5. Ability to analyze, plan and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.

6. Ability to communicate both orally and in writing, clearly, concisely and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
