JOB DESCRIPTION - CHIEF FINANCIAL OFFICER

The Chief Financial Officer (CFO) will be responsible for developing and leading the financial and operational strategies of a multimillion-dollar non-profit organization. This role requires a strategic, hands-on leader to manage financial health, enhance operational efficiency, and drive sustainable growth while ensuring compliance with state and federal regulations. The CFO will collaborate closely with executive leadership to implement effective fiscal management practices, oversee budgeting, forecasting, and financial reporting, and ensure financial resources are optimized to support the PPS Mission: to be the premier employer of individuals with disabilities.

Duties / Responsibilities

Mission, Vision, and Values
  1. Support Peoria Production Solutions' mission, vision, values, and strategic plan.
  2. Conduct oneself in a way that reflects the highest standards of professional courtesy and ethical practices.
  3. Work toward enhancing the daily work life of the PPS On-Mission employees.

Strategic Financial Leadership
  • Serve as a key advisor to the CEO and executive leadership on financial strategy, growth initiatives, and risk management.
  • Lead financial planning, forecasting, and modeling for acquisitions, expansions, and operational improvements.
  • Prepare and present financial information to the Executive Director, Finance Committee, Treasurer, and Board of Directors. This should include monthly financial reporting, budget-to-actual analysis, cash flow updates, investment-related reporting, and support for board-level financial decision-making.
  • Drive data-informed decision-making across all levels of the organization.

Financial Operations & Oversight
  • Oversee all accounting, budgeting, financial reporting, and cash flow management.
  • Evaluate current processes, strengthen segregation of duties where practical, document key accounting procedures, and implement scalable controls appropriate for the size and complexity of the organization.
  • Ensure timely and accurate preparation of financial statements and reporting packages.
  • Establish and maintain strong internal controls and scalable financial systems.
  • Lead the annual budget process, maintaining rolling forecasts, analyzing budget-to-actual results, and helping management understand financial trends and operating results.

Revenue Cycle & Billing Oversight
  • Directly oversee the entire billing and collections process.
  • Lead and manage all functions within finance, accounting, billing, payroll, and IT.
  • Ensure timely and accurate customer invoicing.
  • Drive collections performance with a target of 95% + collection rates.
  • Identify, investigate, and resolve billing discrepancies.
  • Implement processes to improve cash flow and increase operational efficiency.
  • Hold billing teams accountable to performance metrics and timelines.

Regulatory & Compliance
  • Ensure full compliance with all federal and state financial regulations.
  • Responsible for coordinating the annual audit, Form 990 preparation, tax filings, regulatory filings, and relationships with external auditors, tax advisors, bankers, investment advisors, and other financial partners.

Growth & Transactions
  • Lead financial due diligence for acquisitions and support integration efforts post-close.
  • Partner with legal, compliance, and operations teams during transitions and expansions.
  • Responsible for monitoring cash reserves, liquidity, investment reporting, debt or line-of-credit relationships, and compliance with board-approved financial policies.
  • Build financial infrastructure to support a growing organization.

Team Leadership
  • Develop, lead, and mentor a strong finance team.
  • Establish clear KPIs, accountability structures, and performance expectations.
  • Create a culture of ownership, urgency, and continuous improvement.

Operational Excellence
  • Identify opportunities to improve margins, reduce costs, and increase efficiency.
  • Monitor key financial and operational KPIs.
  • Must have familiarity with inventory, cost of sales, gross margin analysis, operating margins, pricing, production-related KPIs, and customer profitability.

Qualifications
  • Bachelor's in Accounting and either an MBA or CPA required.
  • 10+ years of progressive financial leadership experience.
  • Proven experience managing billing, collections, and revenue cycle operations.
  • Nonprofit experience preferred.
