Full Job Description
Job Summary: Trail Drive Management Corp (TDMC) is looking for a Chief Engineer. The Chief Engineer is responsible for oversight and management of the Engineering Department, which encompasses all aspects of facility maintenance and repairs by ensuring that all building systems are maintained and working properly at Dickies Arena. Dickies Arena is a 14,000 seat, spectacular multipurpose venue located adjacent to the Will Rogers Memorial Center campus in Fort Worth, Texas. The arena is owned by the City of Fort Worth and managed by the not-for-profit operating entity, Trail Drive Management Corp (TDMC). The state-of-the-art arena hosts concerts, sporting events and family entertainment, and will be the new home to Fort Worth Stock Show rodeo performances.

Essential Job Functions:
  • Develop and facilitate operating procedures and maintenance programs that conform to manufacturers• recommendations for systems, purchased equipment and company standards, which are customized to the specific needs of the facility and consistent with the goals and objectives of TDMC, clients/promoters, event requirements and guests of the Arena.
  • Develop, manage and maintain an energy management program for the Arena. The Chief Engineer is charged with continuously seeking ways to develop and implement energy savings programs and procedures.
  • Continuing development, programming and organization, the eMaint computer maintenance management system (CMMS) program that includes preventative maintenance, routine maintenance, regular repairs and emergency repairs, ensuring the eMaint CMMS program is utilized to its full ability and potential.

This would include detailing the maintenance and repair activities for the Engineering Department as well as requests for maintenance and repairs from the TDMC Staff. The Chief Engineer is responsible for maintaining the eMaint CMMS system and proper use by subordinates as well as preparing monthly, quarterly and annual reports detailing maintenance tasks and expenditures made.
  • Ensure repair, maintenance and PM tasks are completed properly and in a timely manner, maintains the backlog of repair and maintenance tasks and tracks all R&M expenditures. Also keep a list of Repairs and Equipment upgrades needed for future budgeting proposals
  • Manage subordinates within the Engineering Department including but not limited to Assistant Chief Engineer, Head Electrician, FT & PT Building Technicians & Electricians Responsibilities include assigning tasks, directing work, creating weekly work schedules that coordinate with daily tasks and event needs, ensuring productivity, assessing employee performance, resolving problems and coaching/disciplining when warranted.
  • Prepare the annual Engineering operating budget and Assist in the development of both short-term and long-term capital improvements, repairs and upgrades. Including development of a Life Cycle Analysis and annual report . Recommend and/or authorizes the requisition of equipment and supplies within budget guidelines.
  • Reviews and approvals of all Engineering Department Related Invoices for payment, including all Arena and Parking Utility Bills
  • Source, qualify, monitor and/or direct the work of third-party contractors on building projects. Ensure contractors adhere to building policies and safety standards as well as following the guidelines of the contract for the specific project and scope of work.
  • Assist in the preparation and negotiation of all Engineering related service agreements. Reviewing contracts for proper scope of work, competitive pricing, compliance with building codes policies and safety.
  • Routinely inspect and monitor all HVAC systems, building equipment, new construction projects, and/or the installation of new equipment to ensure conformance to established plans and specifications as well as company standards.
  • Review and monitor the Metasys HVAC Control System program frequently, confirming all HVAC equipment is operating properly, monitoring/reviewing system alarms, addressing system issues as required. Also ensuring all HVAC equipment is scheduled for all Events/Meetings and maintaining a list of system deficiencies for Johnson Controls technicians to address
  • Constantly inspect and review the operating function of the Chiller & Boiler Plant Systems and equipment to evaluate efficiency methods, and investigates, analyses and resolves operational and maintenance problems.
  • Ensure adherence to OSHA, NFPA and other safety codes as well as compliance and adherence to hazardous materials standards, codes, licenses, recordkeeping and permits with the goal of being a constant safe working environment.
  • Assist in development of a regular Safety Training program for staff.
  • Collaborate and partner with all other Arena Departments to support, address and oversee normal and emergency repairs and preventative maintenance, equipment acquisitions, installations, training and repair/ warranty management as needed.
  • Act as Trail Drive Management liaison to the public utility, environmental and environmental and energy agencies.
  • Maintain inventory control of all equipment and supplies within the Engineering Department including an annual Inventory review/audit.
  • Assist in development of an Emergency Operations Plan for the Arena including but not limited to systems malfunctions, natural or manmade disasters among other Risk Assessment concerns focusing on corrective actions and solutions to assist with the resolution of problems.


Qualifications:
  • Bachelor's degree from an accredited four-year college or graduate from an accredited engineering school and/or equivalent work experience.
  • Must be knowledgeable with all applicable laws, codes, ordinances, safety precautions, sound risk management practices and emergency procedures related to facility management.
  • 10+ years of experience in facility maintenance including 5+ years in a supervisory/management capacity.
  • Any engineering or maintenance certifications are highly desirable, especially in the HVAC field.
  • Any experience and/or training in the public assembly facility management industry is a plus.
  • Must have a state of Texas motor vehicle license
  • Keyboarding skills and computer proficiency with software knowledge including MS Office
  • Excellent verbal and written communication skills
  • Demonstrate ability to prioritize tasks in a fast-paced environment
  • Ability to be exposed to adverse weather conditions when required to work outside.
  • Ability to be on your feet for long periods of time.
  • Ability to work nights, weekends and holidays as business/events are called for.
  • Self-motivated with strong client relations and staff management skills

Working Conditions:
