Responsibilities

Supervises and inspects the plan, design and capital improvement construction projects for a specified Department/Division within the City of Dayton.

Department of Water

The Chief Engineer supervises and manages the Design, Construction, and/or Planning Bureau's within the Division of Water Engineering. Oversees and manages staff to plan, design and construct capital improvement projects. Supervises the Asset Management efforts of the department; plans for the orderly replacement, rehabilitation, and/or repair of the departments infrastructure. Oversees and coordinates master planning efforts to minimize the capital and maintenance expenditures; manages water revenue tasks to ensure water accountability; enforces rules and regulations, water and sewer rate modeling, water loss reports, large consumer accounts, special sewer billings and adjustments, and the water meter and back-flow programs.

Department of Public Works

The Chief Engineer in Design supervises the design and preparation of cost estimates for bridges, residential streets, thoroughfares, alleys, water mains, sewers, parks, airport projects, buildings and street lighting whether by bureau personnel or outside consultants.

The Chief Engineer in Traffic Engineering supervises the operation of traffic engineering to accomplish the reduction of traffic accidents and congestion and to provide a safe and expeditious flow of vehicular and pedestrian traffic. Plans, schedules, and manages traffic signal fiber optic projects.

The Chief Engineer in Construction monitors capital improvement projects, plat construction, the repair of sidewalks and curbs, and the activities of public utilities and private contractors within public right-of-way to ensure work conforms to contract specifications and established practices.

Minimum Qualifications

Bachelor's Degree in Engineering AND 10 years of experience in supervising, designing and/or constructing capital projects or traffic engineering projects.

Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Universities or equivalent region.

Certifications

Registration as a Professional Engineer in the State of Ohio or able to obtain registration through a reciprocity agreement.

License Requirements

Must have a valid driver's license at time of appointment and maintain as a condition of employment.

Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen. Applicants offered employment with the City will be required to pass a nicotine screening. Newly hired employees must remain tobacco and nicotine free as a condition of continued employment.
