Full Job Description
A Day in the Life of the Chief Civil Works Engineer at Hanson. This senior leadership role will help establish and grow Hanson's Civil Works practice, serving as the technical, strategic, and practice-development lead for federal, state, regional, and local civil works opportunities. The Chief Civil Works Engineer will advance Hanson's capabilities in flood risk management, dam and levee safety, civil works operations and maintenance, navigation, ecosystem restoration, and resilient water infrastructure.

Here's a snapshot of some of the tasks you may perform in this role:
  • Lead and manage civil works and flood damage reduction projects across all phases, including scope development, staffing, budgeting, earned value management, scheduling, and client relationship management.
  • Direct the daily activities of project staff and assist in the preparation of plans and contract documents.
  • Mentoring and collaboration with multidisciplinary teams, including geotechnical, water resources, civil, mechanical, electrical, and structural.
  • Lead the development of Hanson's Civil Works practice, including technical direction, growth strategy, staffing priorities, quality expectations, and operating rhythm.
  • Establish and lead a Civil Works technical discipline group or practice team that integrates geotechnical, structural, water resources, environmental, civil/site, and construction-phase services.
  • Support the phased growth of the practice, including identification of technical gaps, hiring priorities, mentoring needs, and strategic teaming needs.
  • Develop internal civil works capability by mentoring project managers and technical staff on USACE, FEMA, FERC, BOR, NRCS, state dam safety, NFIP, and related civil works requirements.
  • Own, maintain, and periodically update Hanson's Civil Works business plan, capture plan, PM civil works playbook, federal opportunity forecast, SWOT analysis, and related practice-development tools.
  • Assist in the development and maintenance of reusable civil works collateral, including SOQs, SF 330 content, project descriptions, resumes, capability sheets, proposal boilerplate, and client briefing materials.
  • Lead strategic capture efforts for USACE, FEMA, FERC, BOR, NRCS, state water agencies, levee/drainage districts, water management districts, flood control authorities, ports, and dam owners.
  • Help establish go/no-go criteria for civil works pursuits, including IDIQs, MATOCs, on-call contracts, task orders, and strategic teaming opportunities.
  • Build and maintain relationships with federal agencies, state/regional owners, local sponsors, teaming partners, and specialty subconsultants.
  • Support client pre-positioning through technical briefings, white papers, site visits, risk workshops, and targeted capability discussions.
  • Provide senior technical review and QA/QC leadership for civil works planning, design, rehabilitation, inspection, risk assessment, and engineering during construction.
  • Support risk-informed design, levee accreditation, dam safety assessments, PFMA-style reviews, instrumentation and monitoring plans, emergency action plans, and civil works O&M programs.
  • Promote consistent use of Hanson's QMS, risk registers, document control practices, technical review processes, and applicable USACE/FEMA/FERC guidance.

Skills:
  • Experience working on multidisciplinary teams delivering civil works projects.
  • Proficiency across all phases of civil works projects, including feasibility studies, design, and engineering during construction.
  • Ability to lead and facilitate design and construction meetings with internal teams, clients, and contractors.
  • Working knowledge of earned value management and project management software tools.
  • Strong client relationship skills with the ability to serve as a trusted advisor.
  • Ability to collaborate effectively with subconsultants and maintain professional partnerships.
  • Strong proposal development skills, including cost estimating, technical writing, and communication.


Education/Experience:
  • Bachelor's or Master's degree in Geotechnical, Structural, or Civil Engineering.
  • Professional Engineer (PE) license required.
  • Minimum of 10 years of experience in civil works projects.
  • Demonstrated experience with federal civil works clients, preferably USACE, FEMA, FERC, BOR, NRCS, or state dam safety/water agencies.
  • Experience developing a practice, discipline, market sector, technical group, or major client program strongly preferred.
  • Strong understanding of IDIQ/MATOC delivery, SF 330 pursuits, capture planning, federal procurement, teaming, and client relationship development


Salary range: $150,000 - $2000,000, based on years of experience.
