Reporting relationship: Chief Administrative Officer reports to the Deputy Director/Chief Engineer of MoDOT. This highly responsible position which serves at the pleasure of and is accountable to the Chief Engineer. Accountable to the Chief Administrative Officer is the Communications Director, Employee Engagement and Outreach Director, Assistant to the Chief Administrative Officer, and Human Resources Director.
Position Summary: The Chief Administrative Officer (CAO) provides strategic leadership and oversight to the administrative business functions for the Missouri Department of Transportation. The CAO directs major functional areas including communications, media relations, human resources, equal employment opportunity, risk management, and benefits administration. The CAO serves as the department's primary advisor on administrative matters, ensures alignment with strategic and business plan goals, formulates policy, and represents the department with stakeholders and other state agencies. A key focus of the CAO includes strengthening recruiting and retention efforts by overseeing personnel and employment programs, ensuring the department attracts, develops, and retains a high-quality workforce.
Responsibilities - What you'll doWhat you'll do: - Serves as primary advisor regarding administrative issues.
- Directs and oversees all administrative support services in order to achieve department goals and objectives; provides resources to division leaders to accomplish division objectives.
- Supports the development of innovative solutions to Missouri's transportation needs; directs and oversees the implementation of innovations.
- Ensures strategic and business plan goals and objectives are met through planning and coordination with units throughout the department.
Qualifications - All you need for successAll you need for success:Minimum Qualifications - Bachelor's degree in accounting, business administration, public administration, or related field.
- Over nine years of progressively responsible management experience in benefits management, business administration, communications, human resources management, or public administration including senior level management experience.
Special Working Conditions - Job requires regular, statewide, overnight travel.
- Job directly supervises division directors in the associated functional areas.
