Project Summary This position supports the Emergency Post-Hurricane Lowell Facility Damage Assessment at PMRF Barking Sands, and several remote sites in Kauai. Operating under a NAVFAC Pacific Command solicitation, the purpose of this immediate-action contract phase is to evaluate damage from Hurricane Lowell with 92 MPH gusts and 17 inches of rain across multiple facilities, and miles of fencing. On-ground assessment duration is short: deployment imminent.
Special conditions include strict federal base access approvals (DBIDS), entirely contractor-furnished logistics (post-storm environment), and air-freighted field operations with no initial barge dependencies.

Key Responsibilities - Conducts rapid environmental screening across compromised, water-intruded facility interiors prior to broader entry or restoration activities.
- Screens for post-disaster microbial growth (mold), Asbestos-Containing Material (ACM), and Lead-Based Paint (LBP) disturbances in aging base facilities.
- Establishes safety limits and handling protocols before interior remediation or structural repair scopes are finalized.
Qualifications & Requirements - Certified Industrial Hygienist (CIH) certification in good standing from the Board of Global EHS Credentialing.
- Specialized training or fieldwork in rapid post-disaster hazardous material, mold, ACM, and LBP screening.
US Naval Facilities Specific - Knowledge of Navy environmental health regulations, NAVFAC safety standards, and federal multi-contaminant remediation guidelines.
Hurricane Assessment Context - Prior field experience analyzing heavily saturated structures for accelerated mold development, disrupted toxic substrates, and drafting instant safe-entry protocols under emergency timelines.
