Job Duties

The Regional Operations Captain provides regional-level operational support and technical assistance to ensure safe, secure, and consistent correctional operations across assigned Virginia Department of Corrections (VADOC) institutions. The position serves as a key resource to institutional leadership and regional management by coordinating security initiatives, supporting emergency and specialized operations, monitoring security trends, and assisting institutions in addressing operational and compliance needs.

The Regional Operations Captain assists with the planning and coordination of institutional lockdowns, emergency security operations, staff interdiction operations, contraband interdiction initiatives, transportation operations, security assessments, and other regional security activities. The position analyzes regional operational data and trends to identify areas of concern, support informed decision-making, and promote consistency in the application of security practices across institutions.

The position works closely with Wardens, institutional security leadership, Regional Operations Managers, regional staff, law enforcement partners, and other stakeholders. The Regional Operations Captain travels extensively throughout the assigned region and provides direct operational support to institutions as needed. The position may serve as the Regional Operations Manager's designee when assigned.

Minimum Qualifications
• Knowledge of contraband interdiction, institutional searches, transportation operations, emergency preparedness, ICS/COOP, and critical incident response.
• Knowledge of security assessments, audits, corrective action processes, and security technology and detection systems.
• Ability to analyze operational and security data, identify trends and risks, and develop effective recommendations.
• Ability to provide technical guidance, coordinate resources, and support geographically dispersed institutions.
• Ability to exercise sound judgment during emergency and high-risk situations.
• Ability to communicate effectively and establish strong working relationships with institutional leadership, regional staff, law enforcement, and other stakeholders.
• Ability to prepare clear reports and briefings and travel extensively throughout the assigned region as operational needs require.

Additional Considerations
• Significant progressive experience in correctional security operations, institutional security, emergency response, investigations, or a closely related area.
• Extensive experience in a correctional environment with demonstrated knowledge of institutional operations and security practices.
• Supervisory or management experience in a correctional setting preferred.
• Experience conducting security assessments, audits, operational reviews, or vulnerability assessments preferred.
• Experience with contraband interdiction, specialized security equipment, emergency operations, or high-risk transportation preferred.
• Experience analyzing operational data and preparing management reports preferred.
• Experience with Incident Command System (ICS), COOP, emergency preparedness, or critical incident management preferred.
• Current or prior experience at the Captain level or equivalent level of responsibility within VADOC or a comparable correctional organization.
