Full Job Description
The Remote Business Analyst, Capital Planning supports executive leadership in the development, evaluation, and execution of strategic initiatives and capital investment opportunities across the Medicare Advantage organization. This role is responsible for partnering with business leaders to develop data-driven business cases, perform financial and operational analyses, quantify benefits, assess risks, and support capital planning processes.

The analyst serves as a key contributor in translating strategic priorities into actionable investment proposals, enabling informed decision-making through rigorous analysis, forecasting, and performance measurement. This role works cross-functionally with Operations, Clinical Services, Finance, Technology, Compliance, Network Management, and Growth teams to evaluate opportunities that improve member outcomes, operational performance, regulatory compliance, and organizational growth.

Business Case Development

  • Lead the development of business cases for strategic initiatives, technology investments, operational improvements, and capital requests.


  • Collaborate with stakeholders to define business problems, opportunities, objectives, assumptions, and success criteria.


  • Quantify financial and non-financial benefits, including revenue growth, cost savings, productivity gains, quality improvements, risk mitigation, and member experience enhancements.


  • Develop return on investment (ROI), net present value (NPV), payback period, and total cost of ownership (TCO) analyses.


  • Prepare executive-level presentations and recommendations for leadership review and approval.


Capital Planning & Portfolio Support

  • Support annual and multi-year capital planning processes.


  • Evaluate and prioritize capital requests against strategic objectives, organizational value, and resource constraints.


  • Maintain capital project documentation, business case repositories, and investment tracking tools.


  • Monitor approved investments against forecasted benefits and business outcomes.


  • Assist leadership in developing investment roadmaps and prioritization frameworks.


Strategic Analysis

  • Analyze market trends, competitive dynamics, regulatory changes, and Medicare Advantage industry developments.


  • Conduct research and benchmarking to identify opportunities for operational and strategic improvement.


  • Support enterprise strategy initiatives through quantitative and qualitative analysis.


  • Translate complex business requirements into actionable recommendations.


Data & Financial Analysis

  • Gather, analyze, and interpret operational, clinical, financial, and member data.


  • Build forecasting models to evaluate initiative impacts and investment scenarios.


  • Create dashboards, reports, and performance metrics to measure business outcomes.


  • Identify key business drivers, risks, dependencies, and implementation considerations.


Stakeholder Engagement

  • Partner with business leaders, project sponsors, and subject matter experts to gather requirements and validate assumptions.


  • Facilitate workshops, meetings, and interviews to assess business needs and opportunities.


  • Communicate findings effectively to both technical and non-technical audiences.


  • Provide ongoing support throughout initiative lifecycle planning and implementation.

Pay Range: $98,550.00 - $147,825.00
Pay range may be based on a number of factors including market location, education, responsibilities, experience, etc.
